The Ministry of Railways (Railway Board) issued G.S.R. 62(E) dated 24th January 2024, whereby the President, exercising powers under the proviso to Article 309 of the Constitution of India, superseded the Indian Railways Public Relations Department (Group 'A' and Group 'B' posts) Recruitment Rules, 1982 and made the "Chief Public Relations Officer, Senior Public Relations Officer and Public Relations Officer Recruitment Rules, 2024", effective from the date of publication in the Official Gazette; the Rules prescribe the number of posts, classification, pay-matrix level, method of recruitment, age-limit and qualifications via an annexed Schedule, disqualify persons who have contracted a bigamous marriage from appointment (subject to Central Government exemption), allow the Central Government to relax provisions in consultation with the Union Public Service Commission, and preserve existing reservation/age-relaxation concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories; the Schedule specifies 9 posts (2024, subject to workload variation) for Chief Public Relations Officer, Railway Service Group 'A', Gazetted, Non-Ministerial, at Level 12 (Rs. 78800-209200) in the pay matrix, filled 20% by promotion from Senior Public Relations Officers (Level 11, Rs. 67700-208700) with five years' regular service, failing which by deputation (80%), with promotions considered by a Group 'A' Departmental Promotion Committee chaired by the Chairman and Chief Executive Officer, Railway Board.

L.-33004/99 The Gazette of India CG-DL-E-24012024-251591 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 56] NEW DELHI, WEDNESDAY, JANUARY 24, 2024/MAGHA 4, 1945 MINISTRY OF RAILWAYS (Railway Board) NOTIFICATION New Delhi, the 24th January, 2024 G.S.R. 62(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the Indian Railways Public Relations Department (Group 'A' and Group 'B' posts) Recruitment Rules, 1982, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Chief Public Relations Officer, Senior Public Relations Officer and Public Relations Officer of the Indian Railways, namely :- 1. Short title and commencement.- (1) These rules may be called the Chief Public Relations Officer, Senior Public Relations Officer and Public Relations Officer Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts specified in column (1) of the schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.– The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification.- No person, – (a)who has entered into or contracted a marriage with a person having a spouse living; or (b)who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Class, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.
