Whereas for such purpose Government of India has framed the Aadhaar Authentication for Good Governance (Social Welfare, Innovation Knowledge) Rules, 2020 wherein the The Jute Corporation of India Limited (JCI) can seek permission under the said rules to use Aadhaar on Voluntary basis. Whereas Government of India vide Official Memorandum eFile No. 13(13)/2023-EG.II dated: 19th July, 2023 has conveyed the approval of the competent authority to allow The Jute Corporation of India Limited to use Aadhaar Authentication on voluntary basis, for the purpose of identity verification at the time of registration on the online systems in terms of Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation Knowledge) Rules, 2020 read with Section 4(4)(b)(ii) of the Aadhaar Act 2016 (as amended). Now, therefore, the Government of India, hereby notifies that The Jute Corporation of India Limited can use Aadhaar Authentication on voluntary basis to encourage of usage of digital platform to ensure good governance and for the purpose of identity verification at the time of registration on the online systems, in terms of Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation Knowledge) Rules, 2020 Subject to the following conditions: 1. The instant approval is for both 'Yes/No authentication and e-KYC authentication' facilities. 2. The informed consent of the stakeholder shall be obtained for the purpose of authentication in terms of Section 29 of the Aadhaar Act, 2016. The purposes for which the Aadhaar number and related information is being sought must be communicated clearly to the stakeholders. Specifically, the manner in which the Aadhaar number will be collected, stored and used should be clearly communicated to the stakeholders. 3. Provisions related to exception handling shall be implemented strictly in accordance with Aadhaar Act, 2016 and its associated regulations. 4. The stakeholder shall be informed of alternate mechanism of identification/verification as the instant usage of Aadhaar authentication is permitted purely on voluntary basis. 5. There shall not be denial of any service/benefit to stakeholder on account of failure of Aadhaar based authentication. 6. There shall not be display of Aadhaar number anywhere in system and wherever required only last 4 digits of Aadhaar number may be displayed. 7. Aadhaar numbers shall be stored securely in Aadhaar Data Vault. 8. Complete details of the e-KYC information of the stakeholder shall not be displayed on the screen instead only necessary demographic details such as first name, year of birth etc, may be displayed. 9. Biometric authentication of stakeholders shall be performed only in assisted mode or controlled environment by the operator nominated / registered / verified by The Jute Corporation of India Limited. 10. The Jute Corporation of India Limited shall not display the Biometrics explicitly on any of the registration- related documents. 11. The Jute Corporation of India Limited shall get its application audited by a CERT-In empanelled IS Auditor and submit the report to The Ministry of Textiles. The Ministry of Textiles after examination shall submit the report to UIDAI. Any subsequent suggestions made by Department of Personnel and Administrative Reforms (e-Governance)/ UIDAI may also be complied with. 12. The Jute Corporation of India Limited may encourage use of Iris-based biometric authentication, wherever required, considering that it is more accurate, contactless and safe particularly in current Covid-19 pandemic times. 13. The Jute Corporation of India Limited shall comply with all the relevant provisions of the Aadhaar Act, 2016, its associated regulations and other instructions issued by UIDAI from time-to-time. The Competent Authority shall separately notify the methods of identification in case the stakeholders do not intend to authenticate using his Aadhaar. The consent form to be collected from the claimants. This notification shall come into effect on the date of its publication in the Official Gazette in all the States and Union Territories.
