Core Purpose

This notification promulgates the Ministry of Science and Technology, Survey of India, Stenographer Grade I (Group 'B' Post) Recruitment Rules, 2025, superseding previous rules for Stenographer Grade-I and Grade-II posts.

Detailed Summary

The Ministry of Science and Technology (Department of Science and Technology) issued G.S.R. 484(E) on July 21, 2025, promulgating the Ministry of Science and Technology, Survey of India, Stenographer Grade I (Group 'B' Post) Recruitment Rules, 2025. These rules, made under the proviso to article 309 of the Constitution, supersede the Survey of India Stenographer Grade I, II and III Recruitment Rules, 1984, specifically for Stenographer Grade-I and Stenographer Grade-II posts. The new rules, effective upon publication, regulate the recruitment to 14 Stenographer Grade I posts (subject to workload variation), classified as General Central Service, Group 'B', Non-Gazetted, Ministerial, at Level-6 in the pay matrix (Rs.35400-112400). Recruitment is primarily by promotion, failing which by deputation. Promotion requires ten years of regular service as Stenographer Grade II in Level-4 (Rs.25500-81100) and successful completion of two to four weeks training. Deputation is open to Central Government officers holding analogous posts or with ten years of service in Level-4, with a maximum age limit of fifty-six years and a deputation period typically not exceeding three years. The rules establish a Group 'B' Departmental Promotion Committee and a Group 'B' Departmental Confirmation Committee, both chaired by the Additional Surveyor General, and state that Union Public Service Commission consultation is not necessary for recruitment. The Central Government retains the power to relax provisions in consultation with the Union Public Service Commission and includes disqualification clauses related to marriage, while also ensuring existing reservations and concessions for various categories remain unaffected.
