L.-33004/99 The Gazette of India CG-DL-E-22042025-262591 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 202] NEW DELHI, MONDAY, APRIL 21, 2025/VAISAKHA 1, 1947 MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 15th April, 2025 G.S.R. 241(E).β€”The draft of the following rules to amend the Gas Cylinders Rules, 2016 which the Central Government proposes to make, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), is hereby published as required by sub-section (1) of section 18 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft shall be taken into consideration after Thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made available to the public; Objections or suggestions, if any, to these draft rules may be sent to the Director (Explosives), Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252-A, Udyog Bhavan, New Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above. The objections or suggestions which may be received from any person with respect to the said draft rules, within the period so specified will be considered by the Central Government. Draft rules 1. Short title and commencement.β€”(1) These rules may be called the Gas Cylinders (Amendment) Rules, 2025. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), in rule 4 a. clause (viii), following shall be inserted after the word "container", following shall be inserted namely:- "conforming to IS 18608 or ISO 21011 or" b. clause (ix) after the words "conforming to", following shall be inserted namely:- "CGA V-1 or" 3. In the said rules, in rule 19 after sub rule (4), following shall be inserted namely:- "4a. For compatibility of material for Gas Cylinders, Valves and LPG Regulators, IS/ISO 11114-1 and IS/ISO 11114-2 shall be referred. For all other gases which are not mentioned in IS/ISO 11114-1 and IS/ISO 11114-2, suitable metallic and non-metallic materials compatible with the gas shall be used with approval of Chief Controller." 4. In the said rules, in rule 21 after sub rule (7), following shall be inserted namely:- "The roof over storage of hydrogen storage system shall conform to CGAPS-46 standards" 5. In the said rules, in rule 35 after the word "Chief Controller" following shall be inserted namely:- "In case of cylinder used for hydrogen service shall be subjected to following additional test (a) ISO 17081: Method of measurement of hydrogen permeation and determination of hydrogen uptake and transport in metals by an electrochemical technique, (b) ISO 10587: Metallic and other inorganic coatings Test for residual embrittlement in both metallic-coated and uncoated externally-threaded articles and rods Inclined wedge method, (c) ISO 16573: Steel Measurement method for the evaluation of hydrogen embrittlement resistance of high strength steels Part 1: Constant load test, (d) ISO 15330: Fasteners Preloading test for the detection of hydrogen embrittlement Parallel bearing surface method. 6. In the proposed Gas Cylinders Rules, 2016 (Amendment), 2024 whose draft for comments, objections, suggestions of public was already notified vide gazette notification GSR 157 (E) dated 5th March, 2024 issued by Department for Promotion of Industry and Internal Trade, following shall be inserted namely:- (a) at serial number 49, in conditions of license FORM H after condition 11 the following condition shall be inserted namely:- "(11a) The fuel system of the vehicle operating on hydrogen shall conform to the relevant provisions of ISO 21266-1 or ISO 21266-2 as the case may be or any other code accepted by the Chief Controller."
