Detailed Summary

By O.N. 67(E) dated 21st March 2024 (No. 3/MR/2024(2)), the Election Commission of India records that a number of electors of 1-Inner Manipur and 2-Outer Manipur Parliamentary Constituencies in the State of Manipur have been internally displaced by compelling circumstances and are temporarily residing in various places, including relief camps, outside their place of ordinary residence, and that the Commission had directed such displaced electors to continue to be treated as ordinary residents of their respective places for inclusion/retention in the electoral roll, with their names included in the electoral rolls summarily revised with reference to 01.01.2024 as the qualifying date. The Election Commission of India, exercising powers under Article 324 of the Constitution of India read with Section 25 of the Representation of the People Act, 1951, for the purpose of voting in the 2024 general election to the House of the People, in pursuance of the notification to be issued by the President of India under Section 14 of the Representation of the People Act, 1951, hereby specifies that these displaced electors residing outside their place of residence shall be provided facility to vote by Electronic Voting Machines at special polling stations to be set up in the relief camps, even outside the territorial limits of the two Parliamentary Constituencies. EXTRAORDINARY PART II —Section 3 —Sub-section ( iii) PUBLISHED BY AUTHORITY No. 61] NEW DELHI, FRIDAY , MARCH 22, 2024 /CHAITRA 2, 1946 CG-DL-E-22032024-253329 ELECTION COMMISSION OF INDIA NOTIFIC ATION New Delhi, the 21st March , 202 4 O.N. 67(E).—Whereas, a number of electors of 1 -Inner Manipur and 2 -Outer Manipur Parliamentary Constituencies in the State of Manipur have internally displaced because of compelling circumstances and have been temporarily residing in various places including relief camps outside their place of ordinary residence; and Whereas, the Election Commission of India, ha ving regard to the right of franchise of such internally displaced electors, directed that these shall continue to be treated as ordinary residents of their respective places, for inclusion/retention of their names in the electoral roll of the constituency concerned, despite their temporary displacement and as such their names were allowed to be included in the electoral rolls of the said constituencies summarily revised with reference to 01.01.2024 as the qualifying date; Now, therefore, the Election Com mission of India, in exercise of powers conferred by Article 324 of the Constitution of India read with Section 25 of the Representation of the People Act, 1951, for the purpose of giving votes at the poll in the general election of the House of the People , to be held in the year 2024, in pursuance of the notification to be issued by the President of India under Section 14 of the Representation of the People Act, 1951, hereby specifies the aforesaid displaced electors enrolled in any of the Parliamentary Constituencies of 1 -Inner Manipur and 2 -Outer Manipur, who are residing outside their place of residence shall be provided facility to vote by Electronic Voting Machines at special poll ing stations to be set up in the relief camps even outside the territorial limits of the Parliamentary Constituencies mentioned above.
