Core Purpose

The National Medical Commission's Undergraduate Medical Education Board amends Schedule I of the UG-MSR 2023 Guidelines to require medical colleges and their teaching hospitals to connect with a centralized AEBAS attendance system instead of installing standalone systems.

Detailed Summary

The National Medical Commission (Undergraduate Medical Education Board), by Notification No. U.11022/3/2023-UGMEB dated 19 December 2023, exercising powers under sub-sections (a), (d) and (e) of Section 24 read with Sections 26, 28 and 29 of the National Medical Commission Act, 2019 (Act 30 of 2019), issues an amendment to the Guidelines under Regulation 10 of the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023 (UG-MSR 2023), and Regulation 19 of the Graduate Medical Education Regulations 2023 (notified in the Gazette of India Extraordinary, Part III, Section 4, vide ADVT-III/4/Exty/360/2023-24 dated 16 August 2023). Under Schedule I (Accommodation in the Medical College and its Associated Teaching Hospitals), clause A.1(3.1)(i), the requirement that all medical colleges/institutions install a standalone Aadhaar Enabled Biometric Attendance System (AEBAS) linked to the Command and Control Centre of the National Medical Commission is amended to instead require that all medical colleges/institutions connect with a centralized AEBAS system for marking attendance of required staff (faculty, residents and supporting staff), with the National Medical Commission accessing attendance data online from that centralized system. The notification is issued under ADVT.-III/4/Exty./624/2023-24 and signed by Dr. Aruna V. Vanikar, President.
