NOTIFICATION New Delhi, the 30th June 2025. F. No.N-P051(12)/18/2024-PGMEB-NMC. – Whereas, the Teachers Eligibility Qualifications in Medical Institutions Regulations, 2025 were notified in the website of the National Medical Commission on 17th January, 2025 inviting suggestions and objections from all persons likely to be affected thereby, within thirty days from the date on which the copy of the said regulations were made available to the public; And whereas, the objections and suggestions received from the public on the said regulations within the period so specified, have been considered by the Commission. Now, therefore, in exercise of the powers conferred by clause (e), (s) and (x) of sub-section (2) of section 57 of the National Medical Commission Act, 2019 (30 of 2019) read with clauses (b) and (c) of sub- section (1) of section 10, clause (f) of sub-section (1) of section 24 and clause (e) of sub-section (1) of section 25 of the said Act and in supersession of the Teachers Eligibility. Qualifications in Medical Institutions Regulations, 2022, except as respects things done or omitted to be done before such supersession, the National Medical Commission hereby makes the following regulations, namely:— 1. Short title and commencement. (1) These regulations may be called the Medical Institutions (Qualifications of Faculty) Regulations, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. (1) In these regulations, unless the context otherwise requires, — (a) "Act" means the National Medical Commission Act, 2019 (30 of 2019); (b) "administrative posts” means the posts of Medical Superintendent or Dean or Director or Principal of a medical institution; (c) "broad specialty" means the specialties in Master of Surgery or Doctor of Medicine or Diploma specified in Table A and Table B of the Schedule; (d) "Commission" means the National Medical Commission;. (e) "faculty" includes, - (i) "medical faculty" consisting of Professor or Associate Professor or Assistant Professor having Bachelor of Medicine and Bachelor of Surgery degree and higher qualifications as specified in tables A, B, C and D of the Schedule; (ii) "non-medical faculty" consisting of Professor or Associate Professor or Assistant Professor having Master of Science with Doctor of Philosophy qualifications as specified in regulation 11; and (iii) "dental faculty" consisting of Professor or Associate Professor or Assistant Professor having Bachelor of Dental Surgery and higher qualifications as specified in regulation 20. (f) "institute of national importance" means any of the institutions specified in the Schedule to the Act other than institutes granting qualifications of National Board of Examination; (g) "medical institution" means any institution within or outside India which grants degrees, diplomas or licences in medicine and includes affiliated colleges and deemed to be Universities; (h) "transition period" means such period as may be determined by the Commission based on the recommendations of the Postgraduate Medical Education Board for the purposes of allowing alternate qualifications for eligibility of faculty in a broad or super specialty, till adequate faculty with qualifications specified for such specialty are available; (i) "recognised medical institution" means any institution recognised by the Commission; (j) research publication" means only original papers, meta-analysis, systematic reviews, and case series that are published in journals indexed in Medline, PubMed Central, Science Citation Index, Citation Index, Expanded Embase, Scopus or Directory of Open Access Journals and other such journals as may be specified by the Commission from time to time; (k) "Schedule" means the Schedule annexed to these regulations; (l) "super specialty" means specialties specified in Table C and Table D of the Schedule. (2) The words and expressions used herein but not defined and defined in the Act, shall have the meanings assigned to them in the Act. 3. Qualifications for medical and non-medical faculty. — (1) The academic qualifications required for medical and non-medical faculty in a medical institution (a) in any of the medical broad specialties shall be as specified in Table A of the Schedule; (b) in any of the surgical broad specialties shall be as specified in Table B of the Schedule; (c) in any of the medical super specialties shall be as specified in Table C of the Schedule; (d) in any of the surgical super specialties shall be as specified in Table D. of the Schedule. (2) The qualifications relating to, experience, research and other requirements for medical and non- medical faculty in a medical institution, (a) in the medical broad specialties and surgical broad specialties shall be as specified in Table E of the Schedule; (b) in the medical super specialties and surgical super specialties shall be as specified in Table F of the Schedule. 4. Age-limit of faculty. No person shall serve as a faculty beyond the age of seventy years. 5. Qualifications for administrative post of Dean or Director or Principal or Medical Superintendent of a recognised medical institution. (1) A medical faculty shall be eligible for appointment to administrative posts in a medical institution if he possesses at least ten years of teaching experience in a medical institution, of which at least five years shall be as a Professor. (2) Appointments to any of the administrative posts shall be made on the basis of seniority-cum-merit. (3) A member of the medical faculty holding administrative post shall not be eligible to hold the position of Head of the Department. 6. Qualifications of Head of Department. A member of medical faculty possessing the qualifications mentioned in Tables A, B, C and D of the Schedule shall be eligible for the post of the Head of Department in the concerned specialty. 7. Determination of equivalent qualifications of Diplomate of National Board. — (1) The Diplomate of National Board qualification in broad specialty and super specialty shall be considered equivalent to the corresponding broad specialties and super specialties academic qualifications specified in Table A, Table B, Table C and Table D of the Schedule, when awarded by the National Board of Examinations after training in a medical institution with an attached hospital or in a hospital having a bed strength of 500 or more. (2) For the purposes of equivalence in teaching, persons holding a Diplomate of National Board qualification in broad specialty obtained from medical institutions with a bed strength of less than 500 shall be required to complete an additional one-year senior residency in a recognised medical institution in the relevant specialty. 8. Senior Resident. (1) Any person undergoing residency in a relevant department of a recognised medical institution after obtaining the following qualification, namely: (a) postgraduate degree in Doctor of Medicine or Master of Surgery or Diplomate of National Board; or (b) postgraduate medical degree in Master of Science with Doctor of Philosophy in the medical subjects of Anatomy or Biochemistry or Physiology or Pharmacology or Microbiology, shall be eligible for appointment as a Senior Resident. (2) The upper age-limit for appointment as a Senior Resident in broad specialties shall be forty-five years: Provided that for the subjects of Anatomy, Biochemistry, Physiology, Pharmacology, Microbiology, Pathology, Forensic Medicine and Community Medicine, the upper age-limit shall be fifty years. (3) The post of Senior Resident shall be for a maximum period of three years. (4) Any person pursuing postgraduate super specialty courses shall also be designated as Senior Resident. (5) The experience gained by a Senior Resident having a postgraduate degree and working in a super specialty department offering super specialty teaching shall be valid for appointment as Assistant Professor, provided that such Senior Resident's broad specialty qualification is a feeder qualification for the relevant super specialty. 9. Tutor. Any person possessing a Bachelor of Medicine and Bachelor of Surgery degree shall be qualified for appointment as a Tutor. 10. Demonstrator. Any person, possessing a Master of Science degree in a medical subject and Doctor of Philosophy degree on the same subject, shall be qualified for appointment as a Demonstrator if such qualification is obtained through a regular, in campus course from a recognised medical institution. 11. Appointment of faculty during transition period. — Where there is a shortage of qualified faculty in a particular specialty, any person possessing the qualifications specified in Tables A, B, C and D of the Schedule shall be eligible for appointment as faculty in that specialty, for the transition period, and having any of the following experience, namely: (a) at least three years of experience in a medical institution with an exclusive department or unit dedicated to the specialty, having separate and dedicated infrastructure and faculty members who are not concurrently shown as part of any other department or unit; or (b) at least three years of experience in an institute of national importance with a dedicated department or unit in the specified specialty; or (c) at least three years of experience in a reputed or recognised institute of excellence in India or abroad, approved by the Commission, running a department or unit dedicated to the specified specialty; and (d) shall have at least two research publications in the concerned specialty during the three years period specified above and must be amongst first three authors. 13. Counting of teaching experience in certain postings. A cumulative period of up to five years served by a faculty member in the Commission or a University or State Medical Council or medical education department or medical research related Government organisation, shall be deemed teaching experience and be included in the computation of total service period of the faculty member. 14. Exemption from Basic Course in Medical Education. The following faculty shall be exempt from the. requirement to undergo the Basic Course in Medical Education, namely: (a) any faculty serving in super specialty departments or in broad specialty subjects not included in the undergraduate curriculum; and (b) any faculty serving in an institute of national importance: Provided that the faculty specified in clause (b) shall be required to complete the course within two years of appointment in a recognised medical institution. 15. Appointment of Assistant Professors of Statistics. Any person who possesses the following qualifications shall be eligible for appointment as Assistant Professor of Statistics in the Department of Community Medicine namely: (a) a Master of Science degree in Health Statistics or Medical Statistics or Biostatistics or Statistics; and (b) a Doctor of Philosophy degree. 16. Eligibility for designation as Postgraduate Guide in broad specialties. A faculty member in a medical institution shall be eligible to be designated as a Postgraduate Guide in a broad specialty if such member possesses at least five years of teaching experience in the respective specialty as an Assistant Professor or above. 17. Eligibility for designation as Postgraduate Guide in super specialties. A faculty member in a medical institution shall be eligible to be designated as a Postgraduate Guide in a super specialty if such member possesses at least three years of teaching experience in the respective super specialty as an Assistant Professor or above. 18. Equivalent foreign postgraduate qualifications. Any person who has acquired Bachelor of Medicine and Bachelor of Surgery qualification in India and obtained recognised medical qualification (eligible for registration in India) from any of the five English speaking countries such as the United Kingdom, the United States of America, Canada, Australia and New Zealand, shall be eligible for appointment as Assistant Professor or Senior Resident in a medical institution in India in the respective specialty: Provided that any such person having teaching experience of one year and registered in any such country, to practice in that specialty, may be exempted from the requirement of mandatory one year experience of Senior Residency, for eligibility for the post of Assistant Professor: Provided further that in the case of- (a) United Kingdom, such person possesses the Certificate of Completion of Specialist Training or equivalent training with final Fellow of the Royal College of Surgeons or Fellow of the Royal College of Physicians qualification and registered in that country to practice in that specialty, (b) United States of America and Canada, — (i) such person possesses Doctor of Medicine degree with Residency Training Certificate in the relevant specialty in the United States of America; and (ii) for super specialties, has completed Residency Training Programme along with accredited Fellowship Programme in the relevant super specialty; (c) Australia and New Zealand, — (i) such person has completed the supervised training programme culminating in the Fellow of the Royal College of Surgeons or Fellow of the Royal College of Physicians of the respective specialty; and (ii) for super specialties, has at atleast two years of supervised sub specialty Fellowship programme in the respective sub specialty.. 19.Appointment of Medical Physicists. No.N-P051(12)/18/2024-PGMEB-NMC. – Whereas, the Teachers Eligibility Qualifications in Medical Institutions Regulations, 2025 were notified in the website of the National Medical Commission on 17th January, 2025 inviting suggestions and objections from all persons likely to be affected thereby, within thirty days from the date on which the copy of the said regulations were made available to the public; And whereas, the objections and suggestions received from the public on the said regulations within the period so specified, have been considered by the Commission. Now, therefore, in exercise of the powers conferred by clause (e), (s) and (x) of sub-section (2) of section 57 of the National Medical Commission Act, 2019 (30 of 2019) read with clauses (b) and (c) of sub- section (1) of section 10, clause (f) of sub-section (1) of section 24 and clause (e) of sub-section (1) of section 25 of the said Act and in supersession of the Teachers Eligibility. Qualifications in Medical Institutions Regulations, 2022, except as respects things done or omitted to be done before such supersession, the National Medical Commission hereby makes the following regulations, namely:— 1. Short title and commencement. (1) These regulations may be called the Medical Institutions (Qualifications of Faculty) Regulations, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. (1) In these regulations, unless the context otherwise requires, — (a) "Act" means the National Medical Commission Act, 2019 (30 of 2019); (b) "administrative posts” means the posts of Medical Superintendent or Dean or Director or Principal of a medical institution; (c) "broad specialty" means the specialties in Master of Surgery or Doctor of Medicine or Diploma specified in Table A and Table B of the Schedule; (d) "Commission" means the National Medical Commission;. (e) "faculty" includes, - (i) "medical faculty" consisting of Professor or Associate Professor or Assistant Professor having Bachelor of Medicine and Bachelor of Surgery degree and higher qualifications as specified in tables A, B, C and D of the Schedule; (ii) "non-medical faculty" consisting of Professor or Associate Professor or Assistant Professor having Master of Science with Doctor of Philosophy qualifications as specified in regulation 11; and (iii) "dental faculty" consisting of Professor or Associate Professor or Assistant Professor having Bachelor of Dental Surgery and higher qualifications as specified in regulation 20. (f) "institute of national importance" means any of the institutions specified in the Schedule to the Act other than institutes granting qualifications of National Board of Examination; (g) "medical institution" means any institution within or outside India which grants degrees, diplomas or licences in medicine and includes affiliated colleges and deemed to be Universities; (h) "transition period" means such period as may be determined by the Commission based on the recommendations of the Postgraduate Medical Education Board for the purposes of allowing alternate qualifications for eligibility of faculty in a broad or super specialty, till adequate faculty with qualifications specified for such specialty are available; (i) "recognised medical institution" means any institution recognised by the Commission; (j) research publication" means only original papers, meta-analysis, systematic reviews, and case series that are published in journals indexed in Medline, PubMed Central, Science Citation Index, Citation Index, Expanded Embase, Scopus or Directory of Open Access Journals and other such journals as may be specified by the Commission from time to time; (k) "Schedule" means the Schedule annexed to these regulations; (l) "super specialty" means specialties specified in Table C and Table D of the Schedule. (2) The words and expressions used herein but not defined and defined in the Act, shall have the meanings assigned to them in the Act. 3. Qualifications for medical and non-medical faculty. — (1) The academic qualifications required for medical and non-medical faculty in a medical institution (a) in any of the medical broad specialties shall be as specified in Table A of the Schedule; (b) in any of the surgical broad specialties shall be as specified in Table B of the Schedule; (c) in any of the medical super specialties shall be as specified in Table C of the Schedule; (d) in any of the surgical super specialties shall be as specified in Table D. of the Schedule. (2) The qualifications relating to, experience, research and other requirements for medical and non- medical faculty in a medical institution, (a) in the medical broad specialties and surgical broad specialties shall be as specified in Table E of the Schedule; (b) in the medical super specialties and surgical super specialties shall be as specified in Table F of the Schedule. 4. Age-limit of faculty. No person shall serve as a faculty beyond the age of seventy years. 5. Qualifications for administrative post of Dean or Director or Principal or Medical Superintendent of a recognised medical institution. (1) A medical faculty shall be eligible for appointment to administrative posts in a medical institution if he possesses at least ten years of teaching experience in a medical institution, of which at least five years shall be as a Professor. (2) Appointments to any of the administrative posts shall be made on the basis of seniority-cum-merit. (3) A member of the medical faculty holding administrative post shall not be eligible to hold the position of Head of the Department. 6. Qualifications of Head of Department. A member of medical faculty possessing the qualifications mentioned in Tables A, B, C and D of the Schedule shall be eligible for the post of the Head of Department in the concerned specialty. 7. Determination of equivalent qualifications of Diplomate of National Board. — (1) The Diplomate of National Board qualification in broad specialty and super specialty shall be considered equivalent to the corresponding broad specialties and super specialties academic qualifications specified in Table A, Table B, Table C and Table D of the Schedule, when awarded by the National Board of Examinations after training in a medical institution with an attached hospital or in a hospital having a bed strength of 500 or more. (2) For the purposes of equivalence in teaching, persons holding a Diplomate of National Board qualification in broad specialty obtained from medical institutions with a bed strength of less than 500 shall be required to complete an additional one-year senior residency in a recognised medical institution in the relevant specialty. 8. Senior Resident. (1) Any person undergoing residency in a relevant department of a recognised medical institution after obtaining the following qualification, namely: (a) postgraduate degree in Doctor of Medicine or Master of Surgery or Diplomate of National Board; or (b) postgraduate medical degree in Master of Science with Doctor of Philosophy in the medical subjects of Anatomy or Biochemistry or Physiology or Pharmacology or Microbiology, shall be eligible for appointment as a Senior Resident. (2) The upper age-limit for appointment as a Senior Resident in broad specialties shall be forty-five years: Provided that for the subjects of Anatomy, Biochemistry, Physiology, Pharmacology, Microbiology, Pathology, Forensic Medicine and Community Medicine, the upper age-limit shall be fifty years. (3) The post of Senior Resident shall be for a maximum period of three years. (4) Any person pursuing postgraduate super specialty courses shall also be designated as Senior Resident. (5) The experience gained by a Senior Resident having a postgraduate degree and working in a super specialty department offering super specialty teaching shall be valid for appointment as Assistant Professor, provided that such Senior Resident's broad specialty qualification is a feeder qualification for the relevant super specialty. 9. Tutor. Any person possessing a Bachelor of Medicine and Bachelor of Surgery degree shall be qualified for appointment as a Tutor. 10. Demonstrator. Any person, possessing a Master of Science degree in a medical subject and Doctor of Philosophy degree on the same subject, shall be qualified for appointment as a Demonstrator if such qualification is obtained through a regular, in campus course from a recognised medical institution. 11. Appointment of faculty during transition period. — Where there is a shortage of qualified faculty in a particular specialty, any person possessing the qualifications specified in Tables A, B, C and D of the Schedule shall be eligible for appointment as faculty in that specialty, for the transition period, and having any of the following experience, namely: (a) at least three years of experience in a medical institution with an exclusive department or unit dedicated to the specialty, having separate and dedicated infrastructure and faculty members who are not concurrently shown as part of any other department or unit; or (b) at least three years of experience in an institute of national importance with a dedicated department or unit in the specified specialty; or (c) at least three years of experience in a reputed or recognised institute of excellence in India or abroad, approved by the Commission, running a department or unit dedicated to the specified specialty; and (d) shall have at least two research publications in the concerned specialty during the three years period specified above and must be amongst first three authors. 13. Counting of teaching experience in certain postings. A cumulative period of up to five years served by a faculty member in the Commission or a University or State Medical Council or medical education department or medical research related Government organisation, shall be deemed teaching experience and be included in the computation of total service period of the faculty member. 14. Exemption from Basic Course in Medical Education. The following faculty shall be exempt from the. requirement to undergo the Basic Course in Medical Education, namely: (a) any faculty serving in super specialty departments or in broad specialty subjects not included in the undergraduate curriculum; and (b) any faculty serving in an institute of national importance: Provided that the faculty specified in clause (b) shall be required to complete the course within two years of appointment in a recognised medical institution. 15. Appointment of Assistant Professors of Statistics. Any person who possesses the following qualifications shall be eligible for appointment as Assistant Professor of Statistics in the Department of Community Medicine namely: (a) a Master of Science degree in Health Statistics or Medical Statistics or Biostatistics or Statistics; and (b) a Doctor of Philosophy degree. 16. Eligibility for designation as Postgraduate Guide in broad specialties. A faculty member in a medical institution shall be eligible to be designated as a Postgraduate Guide in a broad specialty if such member possesses at least five years of teaching experience in the respective specialty as an Assistant Professor or above. 17. Eligibility for designation as Postgraduate Guide in super specialties. A faculty member in a medical institution shall be eligible to be designated as a Postgraduate Guide in a super specialty if such member possesses at least three years of teaching experience in the respective super specialty as an Assistant Professor or above. 18. Equivalent foreign postgraduate qualifications. Any person who has acquired Bachelor of Medicine and Bachelor of Surgery qualification in India and obtained recognised medical qualification (eligible for registration in India) from any of the five English speaking countries such as the United Kingdom, the United States of America, Canada, Australia and New Zealand, shall be eligible for appointment as Assistant Professor or Senior Resident in a medical institution in India in the respective specialty: Provided that any such person having teaching experience of one year and registered in any such country, to practice in that specialty, may be exempted from the requirement of mandatory one year experience of Senior Residency, for eligibility for the post of Assistant Professor: Provided further that in the case of- (a) United Kingdom, such person possesses the Certificate of Completion of Specialist Training or equivalent training with final Fellow of the Royal College of Surgeons or Fellow of the Royal College of Physicians qualification and registered in that country to practice in that specialty, (b) United States of America and Canada, — (i) such person possesses Doctor of Medicine degree with Residency Training Certificate in the relevant specialty in the United States of America; and (ii) for super specialties, has completed Residency Training Programme along with accredited Fellowship Programme in the relevant super specialty; (c) Australia and New Zealand, — (i) such person has completed the supervised training programme culminating in the Fellow of the Royal College of Surgeons or Fellow of the Royal College of Physicians of the respective specialty; and (ii) for super specialties, has at atleast two years of supervised sub specialty Fellowship programme in the respective sub specialty.. 19.Appointment of Medical Physicists.
