Detailed Summary

The Ministry of Commerce and Industry (Department of Commerce) (Directorate General of Foreign Trade) issued Notification No. 07/2025-26 dated 17 May, 2025 (S.O. 2235 (Е)). In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, as amended, the Central Government introduced a new Para 19 to the General Notes Regarding Import Policy under ITC (HS), 2022 Schedule 1 (Import Policy) with immediate effect. This new paragraph regulates the import of following goods from Bangladesh to India: All HS codes of Ready Made Garments (RMG), Fruit/ Fruit flavoured and Carbonated Drinks, Processed food items (Baked goods, Snacks, Chips and Confectionery), Cotton and Cotton Yarn Waste, Plastic and PVC finished goods (except pigments, dyes, plasticisers and granules that form input for own industries), and Wooden Furniture. Specifically, import of RMG from Bangladesh is not allowed from any land port but only through Nhava Sheva and Kolkata seaports. Imports of Fruit/ Fruit flavoured and Carbonated Drinks from Bangladesh are not allowed through any Land Customs Stations (LCSs)/Integrated Check Posts (ICPs) in Assam, Meghalaya, Tripura and Mizoram, or through LCS Changrabandha and Fulbari in West Bengal. These restrictions do not apply to the import of Fish, LPG, Edible Oil, and Crushed stone from Bangladesh, nor to Bangladesh exports to Nepal/Bhutan transiting through India. The notification was issued with the approval of the Minister of Commerce & Industry.

The above restrictions at Para 1 shall also not apply to Bangladesh exports to Nepal/Bhutan transiting through India. Effect of the Notification: A new Para 19 is introduced in ‘General Notes Regarding Import Policy' under ITC (HS), 2022 Schedule 1 (Import Policy) regulating the Import of certain goods from Bangladesh to India, with immediate effect.
