The Ministry of Science and Technology, Department of Science and Technology, vide G.S.R. 712(E) dated 18th November 2024, exercises powers under the proviso to article 309 of the Constitution to notify the Ministry of Science and Technology, Department of Science and Technology, Estate Officer (Group 'B' post) Recruitment Rules, 2024, effective from the date of publication in the Official Gazette. The rules govern one post (subject to variation dependent on workload) of Estate Officer, classified as General Central Service, Group 'B', Gazetted, Non-Ministerial, at Level 8 (Rs. 47,600-151,100) in the pay matrix, to be filled by deputation (including short-term contract) from officers of the Central Government, State Governments, Union Territories, Universities, recognised research institutes, public sector undertakings or statutory/autonomous organisations holding analogous posts or with two years' service in Level 7 (Rs. 44,900-142,400), possessing a Bachelor's degree in Civil, Mechanical, Electrical, Electronics or Public Health Engineering and two years' experience in upkeep and maintenance of office buildings; the maximum deputation age is 56 years and deputation tenure ordinarily may not exceed three years. Existing incumbents in the feeder grade (Estate Supervisor, Level 6) are eligible for promotion after six years of regular service. The Group 'B' Departmental Promotion Committee comprises the Joint Secretary (Administration) as Chairman and two Director/Deputy Secretary-level members; consultation with the Union Public Service Commission is not required. The rules also bar appointment of persons who have contracted a bigamous marriage, subject to Central Government exemption, and preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories. Short title and commencement. - (1) These rules may be called the Ministry of Science and Technology, Department of Science and Technology, Estate Officer (Group 'B' post) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix - The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient, so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. (11) Deputation (including short-term contract): Officers under the Central Government or State Governments or Union territories or Universities or recognised research institute or public sector undertakings or statutory or autonomous organisations,- (a) (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) with two years' service in the grade rendered after appointment thereto on a regular basis in posts in level 7 (Rs. 44900-142400) in the pay matrix or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) Bachelor degree in Civil or Mechanical or Electrical or Electronics or Public Health Engineering from a recognised University or Institute; and (ii) two years' experience in the upkeep and maintenance of office buildings. Note 1: The existing incumbent in the feeder grade shall be considered for promotion on completion of six years of regular service in the post of Estate Supervisor in level 6 (Rs. 35400-112400) in the pay matrix. Upon vacation of the post subsequent to his superannuation from the post of the Estate Officer, the post of Estate Officer shall be filled by deputation (including short-term contract). Note 2: The period of deputation (including short-term contract) including period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of the receipt of applications. If a Departmental Promotion Committee exists, what is its composition. (12) Group 'B' Departmental Promotion Committee (for considering promotion) consisting of :- 1. Joint Secretary (In charge of Administration), Department of Science and Technology – Chairman; 2. Director or Deputy Secretary (In charge of General Administration), Department of Science and Technology – Member; 3. Director or Deputy Secretary (In charge of any other Branch or Division), Department of Science and Technology – Member. Circumstances in which Union Public Service Commission to be consulted in making recruitment. (13) Consultation with Union Public Service Commission is not necessary. [F.
