The Order requires listed bolts, nuts and fasteners (covering Indian Standards including IS 1363 Parts 1-3, IS 1364 Parts 1-2, IS 4621:1975, IS 5187:1972, IS 10238:2001, IS 12427:2001, IS 3757:1985, IS 204 Parts 1-2, IS 15834:2020, IS 2681:1993, IS 281:2009, IS 7534:1985, IS 1284:1975, IS 15833:2009 and IS 6623:2004) to bear the BIS Standard Mark under a licence per Scheme-1 of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018, with compliance dates of 1st August 2024 for other enterprises, 1st February 2025 for micro enterprises, and 1st November 2024 for small enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006). Exemptions apply to goods manufactured domestically for export, goods imported as part of a finished good/sub-assembly/component, and goods manufactured by an enterprise registered on the Udyam Portal with investment up to twenty-five lakh rupees and turnover up to two crore rupees; a three-year exemption applies to imports for export manufacturing subject to self-declaration, with import value caps of 80% (FY 2024-25), 70% (FY 2025-26) and 50% (FY 2026-27 onward) of the FY 2023-24 baseline value, and an exemption applies to imports up to two hundred kilograms per year for research and development not intended for commercial sale.

In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016), and in supersession of the Bolts, Nuts and Fasteners (Quality Control) Order, 2023, except as respects things done or omitted to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order, namely:- 1. Short title and commencement. - (1) This Order may be called the Bolts, Nuts and Fasteners (Quality Control) Order, 2024. (2) Save as otherwise provided in this Order, it shall come into force on the date of its publication in the Official Gazette. 2. For the purposes of this Table, the latest version of Indian Standards including the amendments thereof, as notified by the Bureau from time to time shall apply. (2) Nothing in this Order shall apply to the following, namely:- (a) goods or articles manufactured domestically for export; (b) goods or articles imported as a part of any finished good or sub-assembly or component; (c) goods or articles manufactured domestically by an enterprise, registered on the "Udyam Portal" maintained by Central Government in the Ministry of Micro, Small and Medium Enterprises, wherein the investment in plant and machinery or equipment at original cost does not exceed twenty-five lakh rupees and the turnover does not exceed two crore rupees for the preceding financial year as certified by a Chartered Accountant. (4) Nothing in this Order shall apply up to two hundred kilograms of goods or articles imported for the purpose of research and development by manufacturers of bolts, nuts and fasteners per year with the condition that such imported goods and articles shall not be sold commercially and can be disposed of as a scrap and the manufacturer shall maintain financial year-wise record of the goods or articles and furnish to the Government authorities concerned in its letter head signed by its authorized signatory. (5) Nothing in this Order shall apply to goods or article which are domestically procured or imported as spares or for providing after-sales service by a manufacturer of equipment or product or sub-assemblies or component, up to five percent of the value of bolts, nuts and fastener imported in the financial year 2023-24 subject to the condition that such manufacturer shall declare its old stock of nuts, bolts and fasteners domestically procured or imported within three months from the date of commencement of this Order to the Bureau Indian Standards and maintain a year-wise record of such goods or articles and furnish to the Central Government authorities in its letter head duly signed by its authorized signatory. 3. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority for the goods or articles specified under this Order. 4. Penalty for contravention. - Any person who contravenes the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016. [F.
