RESOLUTION
New Delhi, the 17th June, 2025
No.U-23013/14/2006-L.W(B). –- In exercise of the powers conferred by Section 5 of the Contract
Labour (Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby
constitutes a Committee to go into the question to abolition of contract labour in the establishment of Rail
Coach Factory, Kapurthala, Punjab.
2. The composition of the Committee and its terms of reference will be as under:-

2. The terms of reference of the proposed Committee would be as follows: -
"1. To study the working of contract laobur system in the job/works of manufacturing process of various
type of Railway passenger Coaches in the establishment of RCF, Kapurthala, for which abolition of contract
laobur system has been sought by the union.
2. The committee has to make suitable recommendation whether or not the employment of contract
laobur in manufacturing process of various type of Railway Passenger Coaches in the establishment of RCF
Kapurthala, be prohibited keeping in view of the provision of Section 10 of contract (Regulation & Abolition)
Act, 1970."
4. The Headquarters of the Committee will be at Chandigarh. The Committee shall submit its report
within two months.
