The rules prescribe 183 posts (as of 2023, subject to workload variation) broken down across trades including Dress Making, Fashion Design Technology, Front Office Assistant, Electronics Mechanic, Desktop Publishing Operator, Architectural Draughtsman and others, classified as General Central Service, Group 'B', Non-Gazetted, Non-Ministerial, Level 6 in the pay matrix (Rs. 35,400-1,12,400), filled by Selection, with an age limit not exceeding 30 years (relaxable for government servants up to five years) and trade-specific educational qualifications for direct recruits. Short title and commencement :- (i) These rules may be called the Ministry of Skill Developmen t and Entrepreneurship, Directorate General of Training (Women Training), Vocational Instructor, Junior Technical Assistant, Store Keeper, Group ‘B’ post, Non -Gazetted, Recruitment Rules, 2023. (ii) They shall come into force on the date of their publicat ion in the Official Gazette. 2. Number of posts, classification and level in the pay matrix :- The number of posts, their classification and level in the pay matrix attached thereto, shall be as specifie d in columns (2) to (4) of the S chedule annexed to these rules. 3. Method of recruitment, age -limit, qualification, etc. — The method of recruitment for the said posts, age -limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid schedule. 4. Disqualificati on:- No person shall be eligible for appointment to the said post , (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any other person, Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax :- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or cate gory of persons. 6. Saving :- Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, economically weaker sections, ex -servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard. Fashion Design and Technology: (i) Bachelor’s degree in Dress Making or Fashion Design Te chnology from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one - year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in rele vant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education. and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 3. Architectural Draughtsman: (i) Bachelor’s Degree in Architectural Engineering from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in relevant subject from any recognised University or Institute approved by the University Grants Commissio n or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or Nati onal Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in rele vant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 7. Fruit and Vegetables Processing: (i) Bachelor’s Degree in Food Technology from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in relevant subject from any recognised University or Institute approved by the Univers ity Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Tr aining Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 8. Catering and Hospitality: (i) Bachelor’s Degree in Hotel Management or Catering Technology from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one - year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in relevant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a)Bachelor’s Degree from a recognised Universi ty or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 9. Interior Design and Decoration: (i) Bachelor’s Degree in Interior Design and Decoration En gineering from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one - year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in rel evant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute. (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 10. Travels and Tour Assistant: (i) Bachelor’s Degree in Tourism from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or industry; or (ii) Diplo ma in relevant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Ce rtificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 11. Hospital House Keeping: (i) Bachel or’s Degree in relevant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one year post qualification experience in the relevant field of teaching or indus try; or (ii) Diploma in relevant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 12. Computer Operator and Programming Assistant: (i) Bachelor’s Degree in Computer Science or Information Technology from any recognised University or Instit ute approved by the University Grants Commission or the All India Council for Technical Education and one - year post qualification experience in the relevant field of Teaching or industry; or (ii) Diploma in relevant subject from any recognised University or In stitute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a)Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Train ing under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 16. Food and Beverage Service Assistant: (i) Bachelor’s Degree in Hotel Management or Catering Tech nology from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one - year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in releva nt subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate aw arded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 17. Cosmetology: (i) Bachelor’s Degree in Cosmeto logy from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in Beauty c ulture or cosmology from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Cert ificate awarded by the National Council for Vocational training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 18. Stenography and Secretarial A ssistant (Hindi): (i) Diploma in Stenography and secretariat practice or office management or modern office management from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (ii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qua lification experience in the relevant field of teaching or industry. 19. Secretarial Practice (English): (i)Diploma in Stenography and secretariat practice or office management or modern office management from any recognised University or Institute approve d by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (ii) (a) Bachelor’s Degree from a recognised University or Institute. (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade. (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Cra ft Instructor Training Scheme in relevant trade. (d) three years post qualification experience in the relevant field of teaching or industry. 20. Bamboo Works: (i) Bachelor’s Degree in Civil or Mechanical Engineering from any recognised University or Institu te approved by the University Grants Commission or the All India Council for Technical Education and one - year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in relevant subject from any recognised University or Ins titute approved by University Grants Commission or the All India Council for Technical Education and two -year post qualification experience in the relevant field of Teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or In stitute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Trainin g under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. 21. Computer Aided Embroidery and Designing: (i) Bachelor’s Degree in Textile Designing/ Fashion Tec hnology/ Costume Design & Dress Making from any recognised University or Institute approved by University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or ind ustry; or (ii) Diploma in relevant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching o r industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade. (c) National Craf t Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. (B) Junior Techni cal Assistant: (i)Bachelor’s Degree in Engineering or Technology in Computer Science or Information Technology from any recognised University or Institute approved by University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or industry; or (ii)Diploma in relevant subject from any recognised University or Institute approved by the University Grants Commission or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or National Apprenticeship Certificate awarded by the Nation al Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in relevant trade; and (d) three years post qualificatio n experience in the relevant field of teaching or industry. (C) Store Keeper: (i) Bachelor’s Degree in Engineering or Technology in Computer Science or Information Technology from any recognised University or Institute approved by University Grants Commission or the All India Council for Technical Education and one -year post qualification experience in the relevant field of teaching or industry; or (ii) Diploma in relevant subject from any recognised University or Institute approved by the University Grants Commiss ion or the All India Council for Technical Education and two years post qualification experience in the relevant field of teaching or industry; or (iii) (a) Bachelor’s Degree from a recognised University or Institute; (b) National Trade Certificate or N ational Apprenticeship Certificate awarded by the National Council for Vocational Training in the relevant trade; (c) National Craft Instructor Certificate awarded by the National Council for Vocational Training under Craft Instructor Training Scheme in r elevant trade; and (d) three years post qualification experience in the relevant field of teaching or industry. Promotion: Assistant Store Keeper working under National Skill Training Institute for women in pay matrix level – 5 with six years regular service in the grade and having successfully completed training of four weeks duration in the area of Computer Operation s, Training of Trainers from any Government or Government recognised training institute. Note 1: Assistant Store Keeper shall be promoted to the post of Store Keeper only. Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have succe ssfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers from the Central Government or State Government or Union territ ories: (a) (i) holding analogous post on regular basis in the Parent Cadre or Department; or (ii) with six years’ service in the grade rendered after appointment thereto on regular basis in level – 5 of the pay matrix or equivalent in the Parent Cadre or Department; and (b) Possessing the educational qualifications and experience prescribed for direct recruits under columns (7). Note: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appoin tment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding fifty -six years as on the last date or receipt of appli cations. Director of Training (Women Training) or Head of Department, Directorate General of Training, Ministry of Skill Development and Entrepreneurship – Chairman; 2. Group ‘A’ Officer, Women Training, Directorate General of Training, Ministry of Skill Development and Entrepreneurship – Member; 3. Gro up ‘A’ Officer stationed in the same city other than the Ministry of Skill Development and Entrepreneurship – Member; 4. Principal or Assistant Director of Training, National Skill Training Institute for Women, Di rectorate General of Training, Ministry of Skill Development and Entrepreneurship – Member.
