The Ministry of Labour and Employment, through Notification S.O. 2714(E) dated June 17, 2025, announces that the Central Government, deeming it necessary in public interest, has declared the services engaged in the Coal Industry to be a public utility service for a further period of six months, effective from June 28, 2025. This declaration is made in exercise of powers conferred by the proviso to sub-clause (vi) of clause (n) of section 2 of the Industrial Disputes Act, 1947 (14 of 1947). The Coal Industry is covered under item 4 of the First Schedule to the said Act. This extends a previous declaration made by the Central Government, which had initially designated the industry as a public utility service for six months from December 28, 2024, via Notification S.O. 5364(E) dated December 11, 2024.

L-33004/99 The Gazette of India EXTRAORDINARY CG-DL-E-17062025-263914 PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 2649] NEW DELHI, TUESDAY, JUNE 17, 2025/JYAISHTHA 27, 1947 3965 GI/2025 MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 17th June, 2025 S.O. 2714(E).—WHEREAS the Central Government is satisfied that public interest so requires that the services engaged in the Coal industry, which is covered under item 4 of the First Schedule to the Industrial Disputes Act, 1947 (14 of 1947), to be a public utility service for the purposes of the said Act; AND WHEREAS, the Central Government has declared the said industry to be a public utility service for the purposes of the said Act for a period of six months with effect from the 28th December, 2024, vide notification of the Government of India in the Ministry of Labour and Employment, number S.O. 5364(E), dated the 11th December, 2024; AND WHEREAS, the Central Government is of the opinion that public interest requires the extension of the public utility service status to the said industry for a further period of six months; NOW, THEREFORE, in exercise of the powers conferred by the proviso to sub-clause (vi) of clause (n) of section 2 of the Industrial Disputes Act, 1947 (14 of 1947), the Central Government hereby declares the services of the industry engaged in the Coal Industry to be a public utility service for the purposes of the said Act for a further period of six months with effect from the 28th June, 2025.
