The Ministry of Finance, Department of Expenditure, issued Notification S.O. 4705(E) on September 24, 2025. In exercise of powers conferred by sub-sections (1) and (2) of section 70 of the Information Technology Act, 2000 (21 of 2000), the Central Government declares the computer resources relating to the Public Financial Management System Application, including its various Modules, Web Portals, Databases, and their associated dependencies, to be protected systems. These resources are identified as Critical Information Infrastructure of the Public Financial Management System, Controller General of Accounts, Department of Expenditure, and Ministry of Finance. The notification authorizes specific personnel to access these protected systems, including any designated employee of the Public Financial Management System, team members of contractual managed service providers or third-party vendors, and consultants, regulators, Government officials, auditors, and stakeholders, provided they are authorized in writing by the Public Financial Management System. This notification shall come into force on the date of its publication in the Official Gazette and was signed by Dr. Sajjan Singh Yadav, Additional Secretary.

L.-33004/99 The Gazette of India CG-DL-E-16102025-266973 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 4576] NEW DELHI, THURSDAY, OCTOBER 16, 2025/ASVINA 24, 1947 MINISTRY OF FINANCE (Department of Expenditure) NOTIFICATION New Delhi, the 24th September, 2025 S.O. 4705(E). — In exercise of the powers conferred by sub-sections (1) and (2) of section 70 of the Information Technology Act, 2000 (21 of 2000) (hereinafter referred to as the said Act), the Central Government hereby declares the computer resources relating to the Public Financial Management System Application comprising of various Modules, Web Portals and their Databases, being Critical Information Infrastructure of the Public Financial Management System, Controller General of Accounts, Department of Expenditure, Ministry of Finance and the computer resources of their associated dependencies, to be protected systems for the purpose of the said Act and authorizes the following personnel to access the protected systems, namely: - a. any designated employee of the Public Financial Management System authorised in writing by the Public Financial Management System to access the protected system; b. any team member of the contractual managed service provider or third-party vendor who have been authorised in writing by the Public Financial Management System for need-based access; and c. any consultant, regulator, Government official, auditor and stakeholder authorised in writing by the Public Financial Management System on case-to-case basis. 2.
