The notification S.O. 3221(E), issued by the Ministry of Jal Shakti (Department of Water Resources, River Development and Ganga Rejuvenation) on July 10, 2025, extends the period for the Krishna Water Disputes Tribunal to submit its report and decision. The Tribunal was constituted on April 2, 2004, under section 4 of the Inter-State River Water Disputes Act, 1956 (33 of 1956), vide S.O 451(E) dated April 2, 2004, to adjudicate water disputes concerning the Inter-State river Krishna. Its initial report and decision were submitted on December 30, 2010, under sub-section (2) of section 5 of the said Act. Subsequently, the Central Government and the Party States of Andhra Pradesh, Karnataka, and Maharashtra filed references under sub-section (3) of section 5 on March 29, 2011. The period for submitting a further report was extended multiple times, including vide S.O 653(E) dated March 29, 2012, S.O 2339 (E) dated September 28, 2012, S.O. 916 (E) dated April 2, 2013, S.O. 2939(E) dated September 27, 2013, and S.O. 3515(E) dated November 27, 2013, up to January 31, 2014, and further to July 31, 2014, by a Ministry of Water Resources order dated February 5, 2014. A further report was forwarded on November 29, 2013. Section 89 of the Andhra Pradesh Re-organisation Act, 2014 (6 of 2014) mandated the extension of the Tribunal's term with specific terms of reference. In response, the Central Government extended the period for two years from August 1, 2014, vide S.O.1290 (E) dated May 15, 2014, to address these terms. Further extensions for report submission were granted through various notifications, including S.O. 2462 (E) dated July 18, 2016, S.O. 2459 (E) dated July 31, 2017, S.O. 3950 (E) dated August 9, 2018, S.O. 3146 (E) dated August 29, 2019, S.O. 2412 (E) dated July 23, 2020, S.O. 2890 (E) dated July 20, 2021, S.O. 2916 (E) dated June 27, 2022, and S.O. 2994 (E) dated July 6, 2023. Additionally, further terms of reference were referred to the Tribunal on October 6, 2023, vide S.O. 4375 (E). The period was last extended from April 1, 2024, to July 31, 2025, vide S.O. 1507(E) dated March 21, 2024. Based on the Tribunal's request, the Central Government, exercising powers under the proviso to sub-section (3) of section 5 of the Inter-State River Water Disputes Act, 1956, now extends this period from August 1, 2025, to July 31, 2026. L.-33004/99 The Gazette of India CG-DL-E-15072025-264682 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 3151] NEW DELHI, TUESDAY, JULY 15, 2025/ASHADHA 24, 1947 MINISTRY OF JAL SHAKTI (Department of Water Resources, River Development and Ganga Rejuvenation) NOTIFICATION New Delhi, the 10th July, 2025 S.O. 3221(E).— Whereas, the Krishna Water Disputes Tribunal (hereinafter referred to as the said Tribunal) was constituted on the 2nd April, 2004 vide notification of the Government of India in the erstwhile Ministry of Water Resources, number S.O 451(E), dated the 2nd April, 2004, under section 4 of the Inter-State River Water Disputes Act, 1956 (33 of 1956) (hereinafter referred to as the said Act), for the adjudication of the water disputes regarding Inter- State river Krishna and river valley thereof; And, whereas, the said Tribunal submitted its report and decision under sub- section (2) of section 5 of the said Act on 30th December, 2010; And, whereas, the Central Government and the Party States of Andhra Pradesh, Karnataka and Maharashtra preferred their respective references to the said Tribunal under sub-section (3) of section 5 of the said Act on 29th March, 2011; And, whereas, the said Tribunal was required to forward to the Central Government a further report under sub- section (3) of section 5 of the said Act on or before one year from 29th March, 2011; And, whereas, on the request of the said Tribunal, the period of submission of further report under sub-section (3) of section 5 of the said Act was extended from time to time vide notifications number S.O 653(E), dated the 29th March, 2012, S.O 2339 (E), dated the 28th September, 2012, S.O. 916 (E), dated the 2nd April, 2013, S.O. 2939(E), dated the 27th September, 2013, S.O. 3515(E), dated the 27th November, 2013 up to the 31st January, 2014, which was further extended up to 31st July, 2014, vide Ministry of Water Resources order dated 5th February, 2014; And, whereas, in the meantime, the said Tribunal forwarded to the Central Government its further report under sub-section (3) of section 5 of the said Act on the 29th November, 2013; And, whereas, under section 12 of the said Act, the Central Government shall dissolve the Tribunal after it has forwarded its report and as soon as the Central Government is satisfied that no further reference to the Tribunal in the matter would be necessary; And, whereas, section 89 of the Andhra Pradesh Re-organisation Act, 2014 (6 of 2014) provides that the term of the Krishna Water Disputes Tribunal shall be extended with the terms of reference specified in clauses (a) and (b) of the said section; And, whereas, in exercise of the powers conferred under sub-section (3) of section 5 of the Inter-State River Water Disputes Act, 1956, the Central Government extended the period of submission of further report by the said Tribunal for a further period of two years with effect from 1st August, 2014 so as to address the terms of reference specified in clauses (a) and (b) of the Section 89 of the Andhra Pradesh Re-organisation Act, 2014, vide S.O.1290 (E), dated the 15th May, 2014; And, whereas, on the request of the said Tribunal, the period of submission of further report under sub-section (3) of section 5 of the said Act was extended from time to time vide notifications number S.O. 2462 (E), dated the 18th July, 2016, S.O. 2459 (E), dated the 31st July, 2017, S.O. 3950 (E), dated the 9th August, 2018, S.O. 3146 (E), dated the 29th August, 2019, S.O. 2412 (E), dated the 23rd July, 2020, S.O. 2890 (E), dated the 20th July, 2021, S.O. 2916 (E), dated the 27th June, 2022, and S.O. 2994 (E), dated the 6th July, 2023; And, whereas, in pursuance of the provisions of section 3, sub-section (1) of section 5 and section 12 of the said Act, the Central Government referred further terms of reference to said Tribunal for adjudication vide notification of the Government of India, Department of Water Resources, River Development and Ganga Rejuvenation, in the Ministry of Jal Shakti, number S.O. 4375 (E), dated the 6th October, 2023; And, whereas, on the request of the said Tribunal, the period of submission of report and decision by the Krishna Water Disputes Tribunal was extended for a further period with effect from 1st day of April, 2024 to 31st day of July, 2025 vide notification number S.O. 1507(E), dated the 21st March, 2024; And, whereas, the said Tribunal has requested to extend the period of submission of report and decision for a further period with effect from the 1st day of August, 2025 to 31st day of July, 2026; Now, therefore, in exercise of the powers conferred under the proviso to sub- section (3) of section 5 of the said Act, the Central Government hereby extends the period of submission of report and decision by the Krishna Water Disputes Tribunal for a further period with effect from the 1st day of August, 2025 to 31st day of July, 2026.
