By G.S.R. 405(E) dated 15th July 2024, the President, exercising powers under the proviso to Article 309 of the Constitution and in supersession of the Regional Offices of the Import and Export Trade Control Organisation (Senior Hindi Translator and Junior Hindi Translator) Recruitment Rules, 1995 insofar as they relate to the post of Junior Hindi Translator, made the Directorate General of Foreign Trade (Junior Translation Officer) Recruitment Rules, 2024, governing recruitment to the Junior Translation Officer post in the Regional Offices of the Directorate General of Foreign Trade, Department of Commerce, Ministry of Commerce and Industry; the rules prescribe 16 sanctioned posts (2024) at Level-6 (Rs. 35400-112400) of the pay matrix, allocated across the Western Zone (Mumbai, 4 posts), Southern Zone (Chennai, 6 posts), Eastern Zone (Kolkata, 1 post), and Northern Zone/Central Licensing Authority (New Delhi, 5 posts), classified as General Central Service, Non-Ministerial, Non-Gazetted, Group 'B'. The age limit for direct recruits is 30 years, relaxable up to five years for government servants; educational qualifications require a Master's degree involving both Hindi and English (as specified subject or medium of examination) plus a recognised diploma or certificate in Hindi-English translation, or two years' translation experience in a Central or State Government office. Recruitment is by direct recruitment only, subject to a two-year probation period including mandatory two-week induction training, with long-term vacancies fillable on deputation from Central Government officers holding analogous posts; a Group 'B' Departmental Confirmation Committee, chaired by the Joint Director General of Foreign Trade of the concerned zone, considers confirmations, and consultation with the Union Public Service Commission is not required. Short title and commencement.-(1) These rules may be called the Directorate General of Foreign Trade (Junior Translation Officer) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.-The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.-The method of recruitment, age limits, qualifications and other matters relating thereto shall be specified in Columns (5) to (13) of the aforesaid Schedule. 4. Disqualification.- No person,— (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reason to be recorded in writing in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, Ex- servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time is this regard. (7) (a) (i) Masters degree of a recognised University in Hindi with English as a compulsory or elective subject or as the medium of examination at the degree level; or (ii) Masters degree of a recognised University in English with Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or (iii) Masters degree of a recognised University in any subject other than Hindi or English with Hindi medium and English as a compulsory or elective subject or as the medium of examination at the degree level; or (iv) Masters degree of a recognised University in any subject other than Hindi or English, with English medium and Hindi as a compulsory or elective subject or as the medium of examination at the degree level; or (v) Masters degree of a recognised University in any subject other than Hindi or English, with Hindi and English as compulsory or elective subjects or either of the two as a medium of examination and the other as a compulsory or elective subject at the degree level; and (b) Recognised Diploma or Certificate course in translation from Hindi to English and vice versa or two years experience of translation work from Hindi to English and vice versa in the Central or the State Government office, including Government of India Undertaking. Note 1.-Qualifications are relaxable at the discretion of the Staff Selection Commission or competent authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Joint Director General of Foreign Trade of the concerned zone -Chairman; 2. Deputy Director General of Foreign Trade (Administration) of the zone concerned -Member; 3. An officer of the rank of Under Secretary or equivalent from any of the Central Government Offices situated at Zonal Headquarter location -Member; 4. Deputy or Assistant Director (Official Language) of Headquarter office Member; 5. Assistant Director General of Foreign Trade or Foreign Trade Development Officer (Administration) -Member.
