L.-33004/99 The Gazette of India CG-DL-E-15042026-271821 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 257] NEW DELHI, MONDAY, APRIL 13, 2026/CHAITRA 23, 1948 MINISTRY OF PARLIAMENTARY AFFAIRS ADDENDUM NOTIFICATION New Delhi, the 13th April, 2026 G.S.R. 281(E).— In partial modification of the notification of the Government of India, Ministry of Parliamentary Affairs, number G.S.R. 924(E), dated the 19th December, 2025, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide CG-DL-E-26122025-268836, No. 838, dated the 26th December, 2025, the following shall be substituted in place of Para 1(2): 1(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication shall be on a voluntary basis. The Aadhaar number holder shall be informed of alternate and viable means of identification, and no service shall be denied to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:- List of Services: (a) Member Services & Entitlements • Member services (IT, TA/DA and Medical claims), payroll and advances, pension processing, accommodation services. (b) Health & Welfare • Linking of CGHS cards of MPs, staff and dependents, medical claim. (c) Identity & Access Management • eSign service for digital signing of official documents, Identity and access service (d) Administrative & Staff Services • Staff onboarding, service record linking, estate services, HRMS and training (e) Attendance & Access Control • Attendance for staff and MPs, House sessions, verification for visitor passes. (f) Financial & Compliance • PFMS integration service and payment gateway service. 2. In such cases wherein the Aadhaar number holder refuses to, or is unable to, undergo Aadhaar authentication, the Aadhaar number holder may choose to use alternate and viable means of identification for the purposes specified above in para 1(2).
