It explicitly excludes containers fitted to special transport or undercarriage but includes composite cylinders and cryogenic containers. A significant change allows the water capacity for cylinders used for filling and storage of Compressed hydrogen gas, Compressed natural gas, nitrogen, or compressed air to exceed one thousand liters, up to three thousand liters, provided the diameter of the nitrogen and compressed air cylinders does not exceed sixty centimeters, and the diameter of Compressed hydrogen gas and Compressed natural gas cylinders does not exceed eighty centimeters. This amendment is made in exercise of powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1984), following consideration of objections and suggestions received after the draft rules were published via G.S.R. 527(E) on August 4, 2025. The principal rules, G.S.R. 1081(E), were published on November 22, 2016, and have been previously amended seven times, with the latest prior amendment being G.S.R. 501(E) on July 28, 2025.

Short title and commencement.โ€”(1) These rules may be called the Gas Cylinders (Fourth Amendment) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016, in rule 2, for clause (xxviii), the following clause shall be substituted, namely; '(xxviii) "gas cylinder" or "cylinder" means any closed metal container having a volume exceeding five hundred mililitre but not exceeding one thousand liters intended for the storage and transport of compressed gas, including any liquefied petroleum gas container or liquefied natural gas container or compressed natural gas cylinder or compressed hydrogen gas cylinder fitted to a motor vehicle as its fuel tank but not including any other such container fitted to a special transport or undercarriage and includes a composite cylinder and cryogenic container; however, the water capacity of cylinder used for filling and storage of Compressed hydrogen gas, Compressed natural gas, nitrogen, compressed air may exceed one thousand liters up to three thousand liters provided the diameter of the nitrogen, compressed air cylinder does not exceed sixty centimeters and the diameter of Compressed hydrogen gas, Compressed natural gas cylinder does not exceed eighty centimeters.
