The Ministry of Science and Technology, Government of India, issued a Resolution on 3rd September, 2025, under F. No. E-12011/1/2024-0.L., to constitute the Hindi Advisory Committee for the Ministry. The Committee is chaired by the Minister of Science and Technology and comprises 12 non-official members, including 4 Members of Parliament nominated by the Ministry of Parliamentary Affairs, 2 Members of Parliament nominated by the Committee of Parliament on Official Language, 1 member nominated by Kendriya Sachivalaya Hindi Parishad, 1 by Rashtra Bhasha Prachar Samiti, Wardha, 4 by the Ministry of Science & Technology, and 3 by the Department of Official Language. Additionally, there are 15 official members from various departments, including the Secretaries of Science & Technology, Official Language, Biotechnology, and Scientific & Industrial Research, along with other senior officials and the Surveyor General of India and the Director of National Atlas & Thematic Mapping Organisation. The Committee's primary function is to advise concerned Departments on matters related to the Official Languages provisions in the Constitution, decisions of Kendriya Hindi Samiti, and instructions from the Department of Official Language, Ministry of Home Affairs, for the progressive use of Hindi in official work. The tenure of members is ordinarily three years from the date of composition, with specific conditions for Members of Parliament and midterm vacancies, and the Ministry of Science and Technology reserves the right to prolong or cut short the tenure. The Headquarters of the Committee shall be in New Delhi. Non-official members are entitled to travelling and daily allowances as per O.M. No. 11/20034/4/86O.L. (A-2) dated 22nd January, 1987, issued by the Department of Official Language. The Resolution was signed by A.DHANLAKSHMI, Jt. Joint Secretary (Admin & OL), Deptt. of Science & Technology Member Secretary II Functions of the Committee The functions of the Committee will be to advise the concerned Departments in matters relating to the provisions of the Official Languages enshrined in the Constitution, decisions of Kendriya Hindi Samiti and the instructions issued by the Department of the Official Language, Ministry of Home Affairs for the progressive use of Hindi in official work. III Tenure The tenure of members of the committee will ordinarily be three years from the date of its composition, provided that:- (A) A member of Parliament nominated to the Committee shall cease to be a member of the Committee as soon as he ceases to be a member of Parliament; (B) Any midterm vacancy shall be filled up by the concerned member's successor in office, who shall be a member of the Committee for the remaining term of three years; (C) In special circumstances the tenure of the Committee may be prolonged/ cut short by the Ministry of Science and Technology. IV General The Headquarters of the Committee shall be at New Delhi but it may hold its meetings at any other place also, if so required. V Travelling and other allowances The non-official members of the Committee will be paid travelling and daily allowances for attending the meeting of the Committee as per the guidelines contained in O.M. No. 11/20034/4/86O.L. (A-2) dated 22nd January, 1987 of Department of Official Language and in accordance with the prescribed rates and rules as amended from time to time by the Government of India.
