The annexed Schedule specifies: Director, 3 posts (2024, subject to variation), Level-13 pay matrix (Rs. 123100-215900), filled by promotion from Joint Director (Level-12, five years' regular service) failing which by deputation, considered by a Group 'A' Departmental Promotion Committee chaired by the Director General, National Informatics Centre; Joint Director, 5 posts (2024), Level-12 pay matrix (Rs. 78800-209200), filled by promotion from Deputy Director (Level-11, five years' regular service) failing which by deputation; and Deputy Director, 9 posts (2024), Level-11 pay matrix (Rs. 67700-208700), with a two-year probation period, filled by promotion from Section Officer (Level-8, eight years' regular service) failing which by deputation, requiring a Bachelor's degree and three-to-four years' experience in establishment, personnel, purchase or finance matters for deputationists, subject to a maximum deputation age limit of fifty-six years. The rules disqualify persons who contract a bigamous marriage from appointment (regulation 5), subject to Central Government exemption; deem existing regular incumbents appointed under the rules (regulation 6); impose nationwide service liability (regulation 7); permit the Central Government to relax provisions by recorded order (regulation 8); and preserve reservation and age/qualification relaxation benefits for Scheduled Castes, Scheduled Tribes, other backward classes, ex-servicemen and other special categories (regulation 9). Short title and commencement. – (1) These rules may be called the Ministry of Electronics and Information Technology, National Informatics Centre, Director, Joint Director and Deputy Director (Non-Scientific and Technical ) Group ‘A’ P osts Recruitment Rules, 2024 . (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. – The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age -limit, qualifications, etc. – The method of recruitment, age -limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post s: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Initial constitution. – The incumbents holding the aforesaid posts on a regular basis on the date of commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by them in the said posts on regular basis before the commencement of the said rules shall be taken into account for deciding their period of probation, seniority and eligibility for promotion to the next higher grade, etc. 7. Liability for service in any part of India .– Officers appointed under these rules shall be liable to serve anywhere in India. 8. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9. Saving. – Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note : Where juniors , who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation: Officers of the Central Government or State Government s or Union territory Administrations, – (a) (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) with five years service rendered after appointment to the post on a regular basis in level -12 Group ‘A’ Departmental Promotion Committee (for considering promotion) consisting of: - 1. Director General, National Informatics Centre - Chair man; 2. Head of Personnel Group, National Informatics Centre - Member; 3. Joint Secretary to the Government of India or equivalent from a Ministry or Department other than National Informatics Centre - Member. Not applicable. in the pay matrix (Rs.78800 - 209200) or equivalent in the parent cadre or department ; and (b) possessing the following educational qualifications and experience , namely: – (i) Essential qualification s: Bachelor’s degree from a recogni sed University or institute. (ii) Experience: T hree years experience in establishment or personnel matters or purchase or finance matters . Note 1 : The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2 : The p eriod of deputation including period of deputation in another ex -cadre post , held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not to exceed three years.
