N. Umesh (National Secretary, Centre of Indian Trade Unions) as Member, the Deputy Chief Labour Commissioner (C), Bhubaneswar as Member-Convener, and Dr. P.K. No. S-16012/01/2018 -LW(B).—In exercise of the powers conferred by Section 5 of the Contract Labour (Regulation and Abolition) Act, 1970, the Central Advisory Contract Labour Board hereby constitutes a Committee to consider grant of exemption to Odisha Coal and Power Limited for Mohanpur Coal Mine Project, Sundargarh Distt. Odisha under section 31 of the Contract Labour (Regulation and Abolition Act,1970 against Notification No. S.O.2063 dated 21.06.1988 in respect of certain employment of Contract Labour in the works specified in the schedule to the said Notification. 2 The composition of the Committee and its term of reference will be as under: - 1. Shri Shiv Kumar Yadav - Member President, Koyala Shramik Sabha, WCL Headquarter, Civil Lines, Coal Estate Nagpur -440018. 2. Shri Dilip Kumar Chakraborty, -Member House No. 322A, Bhagwan Das Chitrakar Hata, Humayunpur North, Gorakhpur, Uttar Pradesh -273015. 3. The Executive Engineer (Contract), -Member Ministry of Housing and Urban Affairs, Central Public Work Department (CPWD), Room No. 335, A -Wing, Nirman Bhawan, New Delhi -110011. 4. Shri K. N. Umesh, -Member National Secretary, Centre of Indian Trade Unions, B T Ranadive Bhawan, 13 -A, Rouse Avenue, New Delhi – 110002. 5. Deputy Chief Labour Commissioner(C), -Member -Convener Bhubaneswar 6. Dr. P.K. Jena, -Member Coordinator Director 3. The terms of reference of the proposed Committee shall be as follows: - “To study whether there is justification for grant of exemption to Odisha Coal and Power Limited for Mohanpur Coal Mine Project, Sundargarh Distt. Odisha and to make suitable recommendation whether or not exemption under section 31 of the Contract Labour (Regulation & Abolition) Act, 1970, from the applicability of notification of the Government of India in the Ministry of Labour and Employment, number S.O.2063, dated 21.06.1988, in respect of employment of contract labour in the work specified in the schedule to the notification, be granted to the said establishment.” 4.
