The Central Board of Indirect Taxes and Customs, Ministry of Finance (Department of Revenue), vide G.S.R. 184(E) dated 13th March 2024, in exercise of powers under the proviso to Article 309 of the Constitution, and in supersession of the Directorate General of Inspection (Customs and Central Excise) (Group 'C' and Group 'D' posts) Recruitment Rules, 1988 (as they relate to Inspector of Central Excise) and the Directorate of Revenue Intelligence and the Directorate of Anti-Evasion (Group 'C' and Group 'D' post) Recruitment Rules, 1990 (as they relate to Intelligence Officer), makes the Central Indirect Taxes and Customs Directorates Inspector/Intelligence officer (Group 'B', Non-Gazetted, Non-Ministerial Posts) Recruitment Rules, 2024, effective from the date of publication. The post of Inspector/Intelligence Officer has a sanctioned strength of 609 (2024, subject to variation based on workload), is classified as General Central Service, Group 'B', Non-Gazetted, Non-Ministerial, at Level-7 in the pay matrix (Rs. 44,900-1,42,400), and is a selection post not open to direct recruitment. Recruitment is entirely by promotion/deputation: 25% by promotion (failing which by deputation) and 75% by deputation. Promotion is via a Departmental Qualifying Examination from Executive Assistants and Stenographer Grade-I in Level-6 (Rs. 35,400-1,12,400) with five years of regular service (or fifteen years combined service for certain grades), subject to prescribed physical standards (e.g., minimum height 157.5 cm for male candidates, 152 cm for female candidates) and physical tests. Deputation posts are filled from Inspectors CGST, Preventive Officers and Examiners in Level-7 with two years of regular service, with deputation periods ordinarily not exceeding three years and a maximum age of 56 years. The rules bar appointment of persons who have entered into or contracted bigamous marriages, subject to Central Government exemption, and preserve reservation and age-relaxation provisions for Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories. A Group 'B' Departmental Promotion Committee is constituted comprising the Principal/Additional Director General of the Directorate General of Performance Management (Chairperson), the Additional/Joint Director of the Directorate General of Revenue Intelligence (two Member positions), and the Deputy Director of the Indian Revenue Service (Member); consultation with the Union Public Service Commission is not required. Short title and commencement. — (i) These rules may be called the Central Indirect Taxes and Customs Directorates Inspector/Intelligence officer (Group ‘B’, Non -Gazetted, Non -Ministerial Posts) Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age -limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification . — No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. — Nothing in these rules shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) (A) Promotion: By promotion through D epartmental Qualifying Examination from the grades of Executive Assistant and Stenographer Grade -I in level – 6 (Rs.35,400 -1,12,400) in the pay matrix with five years of regular service in the grade. Note 1: The eligibility service for promotion through De partmental Qualifying Examination for persons holding the posts of Executive Assistant and Stenographer Grade -I on regular basis on the date of notification of these rules shall be five years of regular service in the grade failing which fifteen years of c ombined regular service in the grades of Executive Assistant and Tax Assistant and Stenographer Grade -I and Stenographer Grade -II, respectively. Note 2: Promotees shall be required to pass physical tests and possess the physical standards prescribed below : (1) For male candidates: - (a) Physical standards (Minimum) (i) Height: 157.5 cms. (relaxable by 5 cms. in the case of Garhwalis, Assamese, Gorkhas and members of Scheduled Tribes.) (ii) Chest: 81 cms (fully expanded with minimum expansion of 5 cms ) (b) Physical Test - Walking: 1600 meters in 15 minutes (2) For female candidates: (a) Physical standards (Minimum) (i) Height -152 cms (ii) Weight - 48 kgs (Height relaxable by 2.5 cms and weight relaxable by 2 kgs in the case of Garhwalis, Assamese, Gor khas and members of Scheduled Tribes.) (b) Physical Test: - Walking: 1 km. in 20 minutes Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided th ey are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 4: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respecti ve grade or post. Note 5: The officials in the given level in the pay matrix, who are confirmed or permanent officials of the Department as on the date of commencement of these rules and who are eligible to participate in the Departmental Qualifying Examin ation conducted prior to such commencement shall continue to be eligible to participate in all the Departmental Qualifying Examination on an equitable basis. Note 6: The officials in the given level in the pay matrix, in the stenography cadre, who, join th e Department after the date of commencement of these rules shall not be eligible to participate in the Departmental Qualifying Examination conducted after the date of such commencement. Note 7: Candidates shall be required to pass such written tests as ma y be determined by the Central Board of Indirect Taxes and Customs from time to time and the written test shall be qualifying in nature and the marks obtained in the test shall not be counted towards determining seniority. (B) Deputation: Deputation posts shall be filled up by the Directorates concerned from amongst the Inspectors CGST, Preventive Officers and Examiners in level -7 (Rs 44,900 -1,42,400) in the pay matrix in field formations of Central Goods & Services Tax, Central Excise and Customs, having t wo years of regular service in the grade. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eli gible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organisation or department of the Centr al Government shall ordinarily not exceed three years. Note 3: The Maximum age limit for appointment by deputation shall be not exceeding fifty -six years as on the last date of receipt of applications.
