Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade Order S.O. 1307(E) dated 12th March 2024, issued under section 16 read with sections 17 and 25(3) of the Bureau of Indian Standards Act, 2016 (11 of 2016), supersedes the Wood Based Boards (Quality Control) Order, 2023 and establishes the Wood Based Boards (Quality Control) Order, 2024, coming into force on 11th February 2025, on 11th May 2025 for small enterprises and on 11th August 2025 for micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006). Goods listed in the Table must conform to the corresponding Indian Standard and bear the BIS Standard Mark under licence per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, with an exemption for domestically manufactured goods meant for export. The Bureau of Indian Standards is designated the certifying and enforcing authority, and contravention is punishable under the Bureau of Indian Standards Act, 2016. The Table specifies five standards for Wood Based Boards: IS 1659:2004 (Block boards), IS 12823:2015 (Prelaminated particle boards), IS 3087:2005 (Particle boards of wood and other lignocellulosic materials, medium density), IS 12406:2021 (Medium density fibre boards), and IS 3097:2006 (Veneered particle boards). Short title and commencement. - (1) This Order may be called the Wood Based Boards (Quality Control) Order, 2024. (2) It shall come into force with effect from the 11th February,2025: Provided that in respect of small enterprise, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), it shall come into force with eff ect from the 11th May,2025: Provided further that in respect of micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), it shall come into force with effect from the 11th August,2025. 2. Compulsory us e of Standard Marks. - Goods or articles specified in column (1) of the Table shall conform to the corresponding Indian Standard specified in column (2) of the Table and shall bear the Standard Mark under a licence from the Bureau as per Scheme -1 of Schedul e-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018: Provided that nothing in this order shall apply to goods or articles manufactured domestically meant for export. 3. Certification and enforcing authority. - The Bureau shall b e the certifying and enforcing authority for the goods or articles specified in column (1) of the Table. 4. Penalty for contravention. - Any person who contravenes the provisions of this order shall be punishable under the provisions of the Bureau of India n Standards Act, 2016.
