Table 1A specifies performance standards for various Battery Electric Vehicle (BEV) categories: Battery Electric Two-Wheelers (L1/L2) and Battery Electric Four-Wheelers (e-Buses) with length more than 12 m (M3) are to follow Annexure-3 of PM E-DRIVE Scheme Notification S.O. 4259(E) dated September 29, 2024. Battery Electric Trucks (N2/N3) are to follow Annexure-3A of PM E-DRIVE Scheme Notification S.O. 3081(E) dated July 10, 2025. Battery Electric Four-Wheelers (e-4W) (M1/M2/N1) are to adhere to FAME-II Scheme criteria notified vide S.O. 1472(E) dated March 28, 2019, as amended on October 29, 2019. Battery Electric Quadricycles (L7M/L7N) are subject to specific criteria outlined in Appendix-1, Table-1, including a minimum range of 80 km, maximum electric energy consumption of less than 12 kWh/100 km, minimum maximum speed of 40 km/h, and minimum acceleration of 0.65 m/s². All references to Performance Criteria in PLI-Auto scheme Guidelines S.O. 3947(E) dated September 23, 2021, S.O. No. 4632(E) dated November 9, 2021, and any other PLI-Auto scheme documents are superseded by these amended criteria. The Ministry of Heavy Industries' testing agencies will verify performance and efficiency, and all eligible electrical vehicles must be equipped with an ‘Electric Regenerative Braking System’. Testing procedures for energy consumption, speed, and acceleration are detailed, referencing Central Motor Vehicles Rules (CMVR), 1989, AIS 039, MoRTH/CMVR/TAP/115-116, and AIS 137, with specific conditions such as testing in Gross Vehicle Weight (GVW) condition and a battery state of charge between 40% and 60% during the test. The electrical energy consumption measurements shall be done for all the BEVs as per AIS 039, as applicable and notified in CMVR 1989 and as amended from time to time. Energy consumption shall be measured as follows. a. Off-board DC charger: After the charger and in between charger and vehicle. b. On-board charger/ Portable charger (supplied with vehicle): Between electricity mains outlet and on-board charger/ Portable charger. c. The test report shall specify the measured value in comparison with the target specified for relevant vehicle categories. 6. The procedure for measurement of minimum maximum speed (km/h) and minimum acceleration (m/s2) shall be as follows: a. Measurement shall be carried out in Gross Vehicle Weight (GVW) condition, as declared by the vehicle manufacturer (OEM), on Chassis Dynamometer. Dynamometer setting shall be as prescribed in the MoRTH/CMVR/TAP/115-116 document or AIS 137, as applicable and amended from time to time. b. The test vehicle shall be able to navigate the driving cycle (within the tolerance) based on the driving cycle, as applicable for EVs as per CMVR, to ascertain the requirements of minimum-maximum speed and minimum acceleration for the respective vehicle category. c. The test vehicle shall be run for 3 consecutive driving cycles to verify repeatability and meeting maximum speed and acceleration requirement of driving cycle. Measured data of maximum speed and acceleration will be taken for verifying compliance requirement. d. Alternatively, the test may be carried on test track as per mutual agreement between the test agency and the vehicle manufacturer (OEM). Test vehicle shall be driven for at least 2 minutes for warm-up of vehicle and at least 3 minutes for measurement of minimum maximum speed and minimum acceleration. e. During the test, the battery state of charge shall be within 40% - 60%.
