This notification is effective from its publication date in the Official Gazette. Eligible e-ambulances include Patient Transport Vehicle (PTV) or "Type B", Basic Life Support (BLS) Ambulance or "Type C", and Advanced Life Support (ALS) Ambulance or "Type D", as defined in Automotive Industry Standards AIS-125 (Part 1) under Central Motor Vehicles Rules (CMVR). E-ambulances must also comply with AIS 145, AIS 038 (Rev 2), and standards issued by the Ministry of Road Transport & Highways (MoRTH) and Ministry of Health & Family Welfare (MoHFW). Central and State governments and their agencies/PSUs are eligible for demand incentives, which are in addition to support from National Health Mission or other government schemes. The demand incentive for e-ambulances will be the lower of ₹30,000 per kilowatt-hour (kWh) of battery capacity or 35% of the vehicle's ex-factory price. Vehicles must meet specific performance and efficiency criteria detailed in Annexure-3B, including minimum range (e.g., 140 km for M1/M2 categories), maximum electric energy consumption, minimum max speed (70 km/hr), and minimum acceleration (1.04 m/s2 for M1/M2). A minimum warranty of 5 years or 1,25,000 kms is required for the battery, motor, and vehicle for pure electric e-ambulances (Type B, C, D) based on M1, M2, or M3 categories. The scheme targets supporting 1,797 e-ambulances in FY 2026-27 and 2,014 in FY 2027-28, with a total fund support of ₹500 crore from the Ministry of Heavy Industries. A Phased Manufacturing Programme (PMP) for e-ambulances specifies domestic manufacturing requirements for components like HVAC, electric compressor for brake, charging inlet CCS2, traction battery pack, and instrument cluster from the date of notification. Other components like BMS, DC-DC converter, VCU, traction motor, traction motor controller, and on-board charger have phased domestic manufacturing requirements starting from September 1, 2026, or March 1, 2027, depending on the component and vehicle category, with initial import permissions for some components. Import of battery modules is not permitted. Medical equipment installed in e-ambulances is excluded from the indigenisation requirement. The definition of 'manufacture' is as per the CGST Act 2017.

The PM Electric Drive Revolution in Innovative Vehicle Enhancement (“PM E-DRIVE” or “the Scheme") was notified by Ministry of Heavy Industries vide S.O.4259 (E) dated 29th September 2024 as amended from time to time. 2. This notification is being issued specifically for electric ambulances (“e-ambulances") and it should be read in conjunction with the Scheme. This notification will be in effect from the date of its publication in the Official Gazette. Eligibility 3. The following categories of e-ambulances, as defined in the Automotive Industry Standards AIS-125 (Part 1): Constructional and Functional Requirements for Road Ambulances, notified under CMVR, will be eligible for the Demand Incentives under the Scheme: a. Patient Transport Vehicle (PTV) or "Type B", b. Basic Life Support (BLS) Ambulance or "Type C", and с. Advanced Life Support (ALS) Ambulance or "Type D" 4. e-ambulances should comply with AIS 145 (Additional Safety features for Category M & N Vehicles), AIS 038 (Rev 2) (Specific Requirements of Electric Power Train of Vehicles), and such ambulance related standards, guidelines or regulations as may be approved or issued by Ministry of Road Transport & Highways (MoRTH) and Ministry of Health & Family Welfare (MoHFW), from time to time. 5. Departments of the Central and State governments and their agencies/PSUs shall also be eligible for the demand incentive. These incentives will be in addition to other forms of support availed through National Health Mission or other government-run schemes/programs. 6. Eligibility for demand incentive under PM E-DRIVE Scheme shall not, by itself, be construed as operational approval for deployment under NAS/NHM. For such deployment, procuring agencies shall ensure compliance with applicable MoHFW/National Ambulance Services (NAS) operational guidelines and ambulance fit-out requirements. 7. The performance & efficiency eligibility criteria for pure e-ambulances will be as per Annexure-3B. 8. The target number of vehicles to be supported, incentive per kWh, total fund support from MHI and other details will be as per Annexure-4B. Demand Incentive 9. Ex-factory price of e-ambulance shall be corresponding to requirements as per AIS 125 (Part 1) notified under CMVR. Any additional components/systems/equipment provided in the e-ambulance shall be invoiced separately and shall not be included in the ex-Factory price of the e-ambulance. Undertaking to this effect will be provided by the vehicle manufacturer. 10. The Demand Incentive to be provided to e-ambulances will be lower of the following: a) ₹ 30,000 multiplied by the battery capacity in kilowatt-hour (kWh) and b) 35% of the ex-factory price of the vehicle. Conditions to avail Demand Incentives 11. Phased manufacturing programme (PMP) for e-ambulances is mentioned in Annexure-5B. 12. Definition of "manufacture" shall be as defined in CGST Act 2017. 4. Import of PMP components and all other components of e-ambulance in CKD form (child parts of PMP components and other vehicle components) from single supplier shall not be permitted. 5. Medical equipment installed in the e-ambulance shall be excluded from the indigenisation requirement of this PMP.
