A 'Technical Adviser' is defined as a person appointed under sub-section (1) of section 4 of the Act. To be appointed as a Technical Adviser, a person must hold a bachelor's degree in Mechanical Engineering from a recognised University or equivalent and possess fifteen years of experience in a managerial capacity related to the implementation of the Act and its rules/regulations, or in the manufacture, operation, maintenance, or inspection of boilers. The salary, allowances, and terms and conditions of service for a Technical Adviser will be consistent with those applicable to General Central Service Group 'A' Gazetted officers of an equivalent level in the Government of India. Short title and commencement. — (1) These rules may be called the Technical Adviser (qualification, experience, salary and allowances) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. — In these rules, unless the context otherwise requires, — (a) "Act" means the Boilers Act, 2025 (12 of 2025); (b) "Government” means the Government of India; (c) "Recognised University or equivalent" means a Central or State funded University or Institution, Engineering College approved by “All India Council for Technical Education", Private or Deemed University approved by the University Grants Commission, Institution of Engineers; (d) "Technical Adviser” means the Technical Adviser appointed under sub-section (1) of section 4 of the Act; (2) Words or expressions used in these rules but not defined shall have the meaning assigned to them in the Act. 3. A person to be appointed as Technical Adviser shall have the qualification and experience, namely:- (a) a bachelor's degree in Mechanical Engineering from a recognised University or equivalent; and (b) fifteen years experience in a managerial capacity in the implementation of the Act and the rules and regulations thereunder or in the manufacture or operation or maintenance or inspection of boilers. 4. The salary and allowances and terms and conditions of service shall be as applicable to the General Central Service Group'A' Gazetted officers of the equivalent level in the Government of India. [F.
