The Ministry of Heavy Industries (MHI) issued two amendment notifications dated 6th September 2024 under F. No. 12(11)/2020-AEI (29343): S.O. 3862(E), in partial modification of the Production Linked Incentive (PLI) Scheme for Automobile and Auto Component Industry in India notified vide S.O. 3946(E) dated 23rd September 2021, modifies sub-paragraphs 3.3.2.2(V) and 3.3.3.2(V) to simplify the requirement to a minimum 50% domestic value addition (DVA), to be certified by the Testing Agency of MHI, removing the prior requirement to follow a Phased Manufacturing Programme similar to the FAME-II Scheme methodology; and S.O. 3863(E), in partial modification of the Scheme Guidelines for the same PLI Scheme notified vide S.O. 3947(E) dated 23rd September 2021, similarly amends paragraph 4.2.2 to require only minimum 50% DVA certified by the MHI Testing Agency, and amends paragraph 6.6 to state that the disbursement mechanism will incorporate pre-approval of Advanced Automotive Technology vehicles and components by MHI through its testing agencies, with applicants subsequently submitting incentive claims through the scheme portal rather than a data-driven drop-down system; both amendments take effect from the date of publication in the Official Gazette and were signed by Dr. Hanif Qureshi, Additional Secretary.

Sub-paragraph ‘3.3.2.2 (V)’ shall be modified and read as under: Existing Para Amended Para Minimum 50% domestic value addition will be required. Phased Manufactu ring Programme similar to FAME -II Scheme will be followed. Methodology of determination of domestic value addition will be same as in FAME scheme. Testing Agency of MHI will certify domestic value addition in the eligible product. Minimum 50% domestic value addition (DVA) will be required. Testing Agency of MHI will certify DVA in the eligible product. 2. Subsequently, there would be drop -down menu for submission of data for claims in the data driven system. The disbursement mechanism will inc orporate pre - approval of Advanced Automotive Technology vehicles & Advanced Automotive Technology components by MHI through its testing agencies.
