Core Purpose

This notification amends Paragraph 4.43 of the Foreign Trade Policy (FTP) 2023 to provide a one-time, 30-day extension for the zero-duty re-import period for cut and polished diamonds for the Gems and Jewellery Sector, specifically for re-imports expiring between March 1, 2026, and May 31, 2026, to address hardships faced by exporters.

Detailed Summary

The Central Government, through Notification No. 73/2025-26 dated March 31, 2026, issued by the Ministry of Commerce and Industry (Department of Commerce), Directorate General of Foreign Trade, and exercising powers under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and Paragraph 1.02 of the Foreign Trade Policy (FTP) 2023, has amended Para 4.43 of the FTP 2023. This amendment, cited as S.O. 1856(E), grants a one-time relaxation for the Gems and Jewellery Sector. Specifically, for exporters with an annual export turnover of Rs. 5 crores for each of the last three years, exporting cut and polished diamonds (each of 0.25 carat or above) with zero-duty re-import facility, the re-import period is automatically extended by 30 days. This extension applies to cases where the re-import period is expiring on or between March 01, 2026, and May 31, 2026, effectively increasing the total re-import period from three to four months. This measure aims to mitigate hardships faced by exporters due to logistical bottlenecks and transit delays arising from the ongoing geo-political crisis in West Asia. The zero-duty re-import facility remains subject to guidelines issued by the Central Board of Customs & Excise, Department of Revenue. The notification is signed by Lav Agarwal, Director General of Foreign Trade & Ex-officio Addl. Secy.
