In exercise of the powers conferred under Section 178(2)(zb) read with Section 92(1) of the Electricity Act, 2003 (36 of 2003), and all other powers enabling it in this behalf, and after previous publication, the Central Electricity Regulatory Commission, hereby makes the following regulations, to amend the Central Electricity Regulatory Commission (Conduct of Business) Regulations, 2023 (hereinafter referred to as the "Principal Regulations"), namely:- 1. Short title and commencement :- 1.1 These regulations shall be called the Central Electricity Regulatory Commission (Conduct of Business) (First Amendment) Regulations, 2025; 1.2 These regulations shall come into force with effect from the date of their publication in the Official Gazette. 2. Amendment of Regulation 60 of the Principal Regulations 2.1 Clause (9) of Regulation 60 of the Principal Regulations shall be substituted as under:- "(9) While attending the meetings of the Central Advisory Committee, the members shall be entitled to the Travelling Allowance, Daily Allowance, accommodation, and taxi fare as admissible to the Secretary to the Government of India: Provided that a member not in employment of the Central Government or State Government or Public Sector enterprise shall be entitled to an honorarium of Rupees fifteen thousand only for attending each meeting, in addition to the travelling allowance, daily allowance, accommodation and taxi fare as admissible to the Secretary to the Government of India: Provided further that the amount of honorarium may be revised by the Commission from time to time through separate notification." 3. Insertion of New Regulation 60A of the Principal Regulations 3.1 A new Regulation, namely Regulation 60A, shall be added after Regulation 60 of the Principal Regulations as under:- "60A. Participation of Experts or Persons of Eminence in the Expert Committee or Seminars or Lectures organized by the Commission. (1) The Commission may invite the experts in various fields as may be considered appropriate to participate in the Expert Committee constituted by the Commission or in the Consultation Process initiated by the Commission to carry out the purposes of the Act; (2) The Commission may also invite persons of eminence to participate in the seminars or for delivery of lectures in the events organized by the Commission; (3) The Commission, through separate notifications, may fix the travelling allowance, daily allowance, accommodation, taxi fare, and honorarium as may be admissible to the experts or persons of eminence who participate in the meetings of the expert committee or consultation process or seminar or lectures, as the case may be, in terms of sub-regulations (1) and (2) of this Regulation."
