Detailed Summary

The Central Electricity Regulatory Commission (CERC), exercising powers under the Electricity Act, 2003 and with Central Government approval, has issued the Central Electricity Regulatory Commission (Recruitment, Control and Service Conditions of Staff) (Sixth Amendment) Regulations, 2025. These regulations, effective from their publication date in the Official Gazette, amend the Principal Regulations of 2007. Regulation 14 of the Principal Regulations is substituted to detail the procedure for announcing vacancies and inviting applications for appointment through Deputation (Foreign Service/short-term contract) or Direct Recruitment. It specifies that vacancies on foreign service terms will be circulated to all departments, attached offices, and subordinate offices of the Central Government, while short-term contract vacancies will also be circulated to non-government organizations such as Universities, recognized research institutions, and public sector undertakings. All vacancies are to be publicized nationally through print media, Employment News, and Commission/Ministry websites, providing applicants a minimum of four weeks to respond. Regulation 18 is also amended. The existing clause (a) is re-numbered as (aa), with added text clarifying its scope regarding Group A posts other than Secretary and Chief. A new Regulation 18(a) is introduced, stipulating the composition of the Selection Committee for posts equivalent to Secretary/Chief mentioned in Regulation 5. This committee is chaired by the Chairperson of the Commission and includes two Members of the Commission, an Additional Secretary or equivalent nominated by the Central Government, an outside expert nominated by the Chairperson, CERC, and the Secretary of the Commission as Convenor.
