The Ministry of Finance (Department of Revenue, PITNDPS Division), by Order S.O. 1230(E) dated 11th March 2024, recites that the Joint Secretary to the Government of India, especially empowered under sub-section (1) of section 3 of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988, issued Detention Order No. U-11011/34/2023-PITNDPS dated 01.09.2023 directing that Bishop Ikechukwu Promise Onoyo, son of Emmanuel Onoyo, resident of (i) 13, Benjamin Street, Onitsha, Anambra State, Nigeria, and (ii) 68, Ground Floor, 4th Cross, Rainbow Layout, Maruthi Extension, Vaderahalli, Vidyaranyapura Post, Bangalore – 560097, be detained in Bangalore Central Prison, Parappana Agrahara, Bangalore, to prevent him from engaging in illicit trafficking of narcotic drugs and psychotropic substances. The Central Government has reason to believe the person has absconded or concealed himself so that the detention order cannot be executed. In exercise of powers under clause (b) of sub-section (1) of section 8 of the Act, the Central Government directs the person to appear before the Director General of Police, Karnataka, within 10 days of publication of the order in the Official Gazette.
