The Ministry of Labour and Employment issued Notification S.O. 2518(E) on June 9, 2025, declaring the services of the Copper Mining industry as a public utility service for a period of six months from the date of publication in the Official Gazette. This declaration is made by the Central Government in exercise of powers conferred by the proviso to sub-clause (vi) of clause (n) of section 2 of the Industrial Disputes Act, 1947 (14 of 1947), based on the public interest requirement. The Copper Mining industry is covered under item 13 of the First Schedule to the Industrial Disputes Act, 1947. A previous declaration, vide notification S.O. 4828(E) dated November 6, 2024, had declared the industry a public utility service for six months with effect from November 7, 2024, but this declaration could not be extended.

L.-33004/99 The Gazette of India CG-DL-E-09062025-263684 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 2458] NEW DELHI, MONDAY, JUNE 9, 2025/JYAISTHA 19, 1947 3723 GI/2025 MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 9th June, 2025 S.O. 2518(E).—WHEREAS the Central Government is satisfied that the public interest so requires that the services of the Copper Mining industry, which is covered under item 13 of the First Schedule to the Industrial Disputes Act, 1947 (14 of 1947), to be a public utility service for the purposes of the said Act; AND WHEREAS, the Central Government has declared the said industry to be public utility service for the purposes of the said Act for a period of six months with effect from the 7th November, 2024 vide notification of the Government of India in the Ministry of Labour and Employment number S.O. 4828(E), dated the 6th November, 2024; AND WHEREAS, the said declaration could not be extended at any time; AND WHEREAS, the Central Government is of the opinion that public interest requires that the said industry is declared as public utility service for the purposes of the said Act for a period of six months; NOW, THEREFORE, in exercise of the powers conferred by the proviso to sub-clause (vi) of clause (n) of section 2 of the Industrial Disputes Act, 1947 (14 of 1947), the Central Government being satisfied that public interest so requires, hereby declares the services of the industry engaged in the Copper Mining industry to be a public utility service for the purposes of the said Act for a period of six months from the date of publication of this notification in the Official Gazette.
