The Ministry of Jal Shakti (Department of Water Resources, River Development And Ganga Rejuvenation) issued a Resolution on 8th May 2026, bearing No. A-50013/48/2025-E-III, to reconstitute the High Powered Review Board. This action is in pursuance of the erstwhile Ministry of Water Resources' resolution vide No. 23/8/92-E.R. dated 1st October 1992, published in the Gazette of India Part I Section 1, and supersedes the erstwhile Ministry of Irrigation's resolution No. 2(17)/80-FC dated 19th March 1982, also published in the Gazette of India Part I Section 1. The reconstituted Board includes the Union Minister for Jal Shakti as Chairman; Chief Ministers of Assam, Manipur, Meghalaya, Nagaland, Tripura, Arunachal Pradesh, Mizoram, West Bengal, and Sikkim (or their authorized Cabinet Ministers); Union Ministers/Ministers of State for Finance, Jal Shakti, Power, Agriculture and Farmers' Welfare, and Ports, Shipping and Waterways; the Secretary, Department of Water Resources, RD & GR, Ministry of Jal Shakti; and the Chairman, Central Water Commission, Department of Water Resources, RD & GR, as members. The Chairman of the Brahmaputra Board serves as Member-Secretary, with a Member (RM) of the Central Water Commission as a permanent invitee. The Board's mandate is to lay down policies and oversee the Brahmaputra Board's efficient functioning, frame its own Rules of Business, and maintain its headquarters at Guwahati, with secretariat assistance provided by the Chairman of the Brahmaputra Board, Guwahati. This Resolution is ordered to be communicated to concerned State/Union Territories, the President's and Prime Minister's Offices, the Comptroller and Auditor General of India, the NITI Aayog, and all Central Government Ministries/Departments, and published in the Gazette of India and State Gazettes.

The Board will lay down board policies and oversee the work of the Brahmaputra Board for its efficient functioning. The Board will frame its own Rules of Business.
