Persons desirous of availing benefits must register with the Employees' State Insurance Corporation, either electronically or otherwise, and present an identity card. User charges for these services, at rates to be notified by the Corporation in consultation with the Central Government, will be collected and deemed as contributions to the Employees' State Insurance Fund. The Corporation is also tasked with specifying the time and manner of availing facilities and the form for maintaining electronic registers and records by the hospitals.
