The statistics shall be collected through on- line portal from the chemical and petrochemical industries/ units in the country on annual as well as on monthly basis in order to create a comprehensive and authentic chemicals inventory of India. This “ChemIndia Webportal" shall facilitate collection, compilation and analysis of online data, received from the registered Chemicals and Petrochemicals Industries/units. The statistics shall be relevant for preparing industry-conducive policies, compilation of monthly Index of Industrial Production (IIP) would then be made available by the Department of Chemicals and Petrochemicals to the Office of the Economic Statistics Division, National Statistical Office (NSO), Ministry of Statistics and Programme Implementation for generation of monthly Index of Industrial Production (IIP). The statistics available with the Department of Chemicals and Petrochemicals will also be used for the preparation of the annual publication "Chemical and Petrochemical Statistics at a Glance" and for analysis and monitoring purpose, these publications shall be available in the public domain. This information shall serve various parliamentary affairs committees, and annual reports of the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers, and supports policymakers and researchers in formulating policies to encourage best practices and foster optimal industrial development. The submission of data shall be as per the details mentioned in the Schedule. 2. The persons authorised by the Statistics Officer would be engaged in the jurisdiction of the Statistics Officer for verification of information furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each authorized person would carry a photo identity card or letter of authorisation issued by the Statistics Officer. 4. The statistics collected with reference to the aforesaid direction will be verified and scrutinized in Statistics and Monitoring (S&M) Division, Department of Chemicals and Petrochemicals. It is reiterated that the statistics shall be relevant for preparing industry-conducive policies, compilation of monthly Index of Industrial Production (IIP) would then be made available by the Department of Chemicals and Petrochemicals to the Office of the Economic Statistics Division, National Statistical Office (NSO), Ministry of Statistics and Programme Implementation for generation of monthly Index of Industrial Production (IIP). The statistics available with Department of Chemicals and Petrochemicals will also be used for preparation of annual publication "Chemical and Petrochemical Statistics at a Glance" and for analysis and monitoring purpose. 5. All persons engaged in any activity in respect of the aforesaid directions are governed by the provisions under the Collection of Statistics Act, 2008 and the Collection of Statistics Rules, 2024. SCHEDULE Subject and purpose for collection of statistics: 1. Statistics relating to production, installed capacity, sales, purchases and other related data of chemical sector would be collected through on-line for generation of Index of Industrial Production every month, use for policy and supervision purposes in Department of Chemicals and Petrochemicals, and for the regular statistical publication of Department of Chemicals and Petrochemicals. Geographical area for collection of statistics: 2. The statistics would be collected in the whole of India under the Collection of Statistics Act, 2008. Method of data collection: 3. Informants would be required to send the required data in the prescribed format through online as per the notice issued by the Statistics Officer to informants under his jurisdiction. Statistics Officer may permit informant to furnish the prescribed information in other form, subject to such other conditions that he may specify in the notice. Nature of informants from whom data may be collected: 4. The owner or manager or any authorised person of a registered unit who would be issued notice by the Statistics Officer, shall furnish the required information about his establishment. Period during which collection of statistics may be completed: 5. The monthly information would be required to be submitted on or before the 15th of the following month, and the yearly information by 31st May of the succeeding financial year. Reference period: 6. The yearly Information shall be mandatorily furnished for each Financial Year, and likewise, the Monthly Information shall be furnished for each calendar month, without fail. Nature of information to be collected: 7. The Monthly data pertaining to production and yearly data relating to installed capacity, sales, and purchases shall be collected from the industries/ units. Language in which information is to be furnished by informant: 8. Every informant shall furnish information in the prescribed format in English. Obligation of informant: 9. An owner or manager of a unit shall furnish information in the prescribed manner and by stipulated date every month as mentioned in the notice received by him from the Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorised by him. Nature of business records and other records which may be inspected: 10. Business records of a unit, any other legal document in support of the information furnished by the unit may be inspected by the Statistics Officer or a person authorised by him. The manner of inspection: 11. The Statistics Officer or a person authorised by him may verify the information furnished by the units on the basis of business records of the unit and seek clarifications from the concerned owner or manager or a person authorised by the management of unit.
