The Ministry of Labour and Employment, through Notification S.O. 2319(E) dated 8th May, 2026, exercises powers conferred by section 100 of the Industrial Relations Code, 2020 (35 of 2020) to delegate specific authorities. The Central Government directs that its powers exercisable under sub-section (1) of section 87 of the said Code, concerning offenses punishable under sub-sections (4), (6), (12), (13), (14), (15), (16), (17), (18), and (19) of section 86, shall also be exercisable by designated officers. This delegation applies to industrial establishments or undertakings where the Central Government is the appropriate Government under clause (b) of section 2 of the Code. The Chief Labour Commissioner (Central), New Delhi, is granted these powers for the whole of India, while various Deputy Chief Labour Commissioners (Central) in specific regions (e.g., Ahmedabad, Ajmer, Asansol, Bengaluru, Bhubaneshwar, Mumbai, Kolkata, Cochin, Chandigarh, Dhanbad, Guwahati, Hyderabad, Jabalpur, Kanpur, Dehradun, Chennai, Nagpur, Delhi, Patna, Raipur) are assigned powers within their respective defined geographical areas across different states and union territories, including specific districts.
