This notification amends Para 11.4 of a previous notification concerning the Scheme on "Enhancement of Competitiveness in the Indian Capital Goods Sector- Phase-II". The amendment specifies the process for granting the "Certificate of Project Completion". The Ministry of Heavy Industries (MHI) will now grant this certificate to Project Implementing Organizations (PIOs) after satisfactory evaluation of their project completion reports. A Screening Committee, chaired by JS/AS, HE&MT, is designated as the final authority for sanctioning the certificate. This sanction will occur after independent submission of project completion reports by both the Project Review and Monitoring Committee (PR&MC) and the National Research Development Corporation (NRDC) for projects under the scheme. The notification becomes effective from the date of its publication in the Gazette.

No. 16/1/2017-HE&MT.-Following amendment in the notification of the Government of India, Ministry of Heavy Industries, No. 16/1/2017-HE&MT, dated the 25th January 2022 related to Guidelines of the Scheme On "Enhancement of Competitiveness in the Indian Capital Goods Sector- Phase-II" is being made namely: In the said notification, Para 11.4 may be substituted as: 'MHI shall grant the “Certificate of Project Completion" to the PIO after satisfactory evaluation of the project completion report. The Screening Committee chaired by JS/AS, HE&MT shall act as the final authority for sanctioning the "Certificate of Project Completion" after the project completion report is submitted independently by the Project Review and Monitoring Committee (PR&MC) and National Research Development Corporation (NRDC) for the projects under the Scheme.' 2.
