NOTIFICATION
New Delhi, the 4th July, 2025.
G.S.R. 448(E).— Whereas the National Monuments Authority (Conditions of Service of Chairman
and Members of the Authority and Conduct of Business) Rules, 2011 were notified under section 38 of the
Ancient Monuments and Archaeological Sites and Remains Act, 1958 (24 of 1958) vide notification of the
Government of India in the Ministry of Culture number G.S.R.635 (E), dated the 23rd August, 2011;
And whereas rule 3 of the said rules provides for the salaries, allowances and other conditions of
service of the whole-time Chairperson and whole-time members and part time members;
And whereas the Department of Personnel and Training vide its Office Memorandum No.3/4/2016-
Estt. (Pay-II) dated the 30th May, 2017 has issued guidelines for revision of pay of the Chairpersons and
Members of the Regulatory Authorities or Bodies consequent to the implementation of the Seventh Central
Pay Commission recommendations;
And whereas paragraph 6 of said Office Memorandum provides as under:
"Existing instructions provide that Chairperson and Member(s) who on the date of his/her
appointment to the Regulatory Authority/ Statutory Body/ Tribunal was in the service of the Central/ State
Government shall be deemed to have retired from such service with effect from the date of his/her
respective appointment as such Chairperson/Member. In case such officers are in receipt of pension, the
same shall be deducted in accordance with the prevailing orders applicable to the reemployed pensioners.";
And whereas the Ministry of Culture having considered it necessary to adopt the above instructions
of the Department of Personnel and Training, has already invoked the aforementioned instructions while
fixing the salary and allowances of the Chairperson and whole-time member of the National Monuments
Authority on the 28th December, 2022 and 9th June, 2023, respectively;
And whereas it is accordingly required to make consequential amendment in rule 3 of the National
Monuments Authority (Conditions of Service of Chairman and Members of the Authority and Conduct of
Business) Rules, 2011.
Now, therefore, in exercise of the powers conferred by clause (cf) of sub-section (2) of section 38
of the Ancient Monuments and Archaeological Sites and Remains Act, 1958 (24 of 1958), the Central
Government hereby makes the following rules further to amend the National Monuments Authority
(Conditions of Service of Chairman and Members of the Authority and Conduct of Business) Rules, 2011,
namely: -

These rules may be called the National Monuments Authority (Conditions of Service of Chairman
and Members of the Authority and Conduct of Business) Amendment Rules, 2025.

In the National Monuments Authority (Conditions of Service of Chairman and Members of the
Authority and Conduct of Business) Rules, 2011, in rule 3, after clause (c), the following clause shall be
inserted, namely: -
"(d) In case a person appointed as the Chairperson, or whole-time member, is in receipt of any
pension, the pay of such person shall be reduced by the gross amount of pension drawn by him.".
