NOTIFICATION
New Delhi, the 21st May, 2024
S. O. 2186(E).—In exercise with the power conferred by clause (h) of sub-section (2) of section 38 of the Prevention of Cruelty to Animal Act, 1960; the Central Government has decided to further amend the Transportation of Animal Rules, 1978 published by the Government of India, Ministry of Agriculture and Irrigation (Department of Agriculture) in the Gazette of India, Extraordinary, Part II, Section 3, Sub-Section (ii) notified vide no. 18-6/70 LDI dated 23rd March, 1978 and amended vide S. O. 269 (E) dated 26th March, 2001 and S.O. 2465 (E) dated 22nd September, 2009 for comments by the common public within a period of thirty days before publishing the final rules.
Any person desiring to make any suggestion or objection in respect of the said draft Rules may forward the same for consideration of the Central Government, within the period specified above, to the Joint Secretary (Animal Welfare), Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying, Room No. 245, Krishi Bhawan, Dr. Rajendra Prasad Road, New Delhi 110001.
Draft Rules
1. (1) These Rules may be called the Transport of Animals (Amendment) Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In Rule 2 of the Transport of Animals Rules, 1978 as amended in 2001 and 2009 (herein referred to as the said rules), after sub rule (b) the following sub Rules shall be inserted namely:-
(c) "Jurisdictional Veterinary Officer": means veterinarian employed by the state government or central government in the area who holds a degree from a recognized veterinary college and is registered with the state Veterinary council or veterinary council of India.
3. In the said rules, for Rule 77 after sub rule (c) the following shall be inserted namely:-
77(d) A valid health certificate as specified in Schedule L shall accompany with each consignment, issued by a qualified Veterinary Surgeon to the effect that the Poultry is in a fit condition to transport by rails, road or air and is not showing any sign of diseases.
4. In the said Rules after Chapter VIII, the following chapters shall be instead as new chapter, namely:-
Chapter VIII A: Transportation of Camel by Rail or Road
95(A) Definition: (i) Adult Camel- for the purposes of this chapter unless the context other requires, means the animal covered under family Camelidae including Bactrian, Dromedary and Wild Bactrian, both male and female including its progeny and;
(ii) Baby Camel means the camel below the age of two years.
95 (B) The following conditions shall be adhered to during Transportation of Camel, namely:-
i) Each consignment transporting adult and/or baby camel shall bear a label showing in bold red letters the name, address and telephone number of the consignor and consignee, and the number and type of camel(s) being transported.
ii) The consignor shall inform the consignee in advance about the train or vehicle in which the consignment of camel(s) is being sent and its arrival time.
iii) The adult and/or baby camel shall be transported either by a railway wagon or through specific vehicles as notified from time to time.
iv) The adult and/or baby camel can only be transported only in sternal recumbence i.e. in a sitting position and when transporting through road the camel shall be unloaded after interval of 10 hours
v) Every wagon shall have at least two attendants if the camels are more than two in number.
vi) The railway wagon or the vehicle carrying the camel shall not have any sharp object that may cause any injury to camels during the journey.
vii) Adequate ventilation shall be available for camels at all times during the journey and camels should not be subjected to direct heat during the journey.
viii) Only suitable ramps and platforms, improvised where not available, shall be used for loading and unloading Camel.
ix) The camel shall be tied with loose soft material such as cotton ropes and in any case plastic, nylon or jute on the neck and hump shall be avoided.
x) At least 12 inches of sand/ straw level has been provided as bedding in the vehicle carrying the camel.
95(C) Space allowance and housing facilities to be provided during transportation of adult and/or baby camel, namely.-
i) The adult and/or baby camel shall be restrained in the vehicle or a Railway Wagon or any other carrier only in sternal recumbency that in a sitting position. The minimum floor space area of “ten feet by five feet" shall be provided for each camel.
ii) Male and female adult camels are to be transported separately. Baby Camel, may be transported together with the mother camel. The camel above two years of age shall be transported separately for which the minimum area of "ten feet by five feet" shall be allotted.
iii) Furious or aggressive adult and/or baby camel should not be mixed with other docile camel. Such furious or aggressive camel may be administered approved sedative drugs under the supervision of any qualified veterinary surgeon before loading or unloading.
95 (D) The following health and veterinary requirements for transportation of adult and/or baby camel shall be adhered to, namely.-
i) A valid health certificate as specified in Schedule M shall accompany with each consignment, issued by a Jurisdictional Veterinary Officer to the effect that the camel is fit for transportation by rails or road, and is not showing sign of diseases. The Health Certificate shall not be less than one month old.
ii) The adult and /or baby camel shall be fed at least an hour before loading and given water adequately. Sufficient watering and food arrangements shall be made for the journey.
iii) It must be ensured that all the emergency veterinary equipment and medication have been made available to Livestock Assistant or veterinary nursing assistant detailed with the camel contingent.
iv) All the necessary veterinary medication and equipment shall accompany all the consignment camel.
v) In case of any emergency, the nearest veterinary hospital or any qualified veterinary surgeon shall be contacted.

Performa for Certificate of fitness to travel Poultry birds
This Certificate should be completed and signed by qualified veterinary surgeon, to the effect that:
1. Date and time of examination
2. Number of railway wagons/trucks
3. Number of containers (inclusive of all railway wagons/trucks)
4. Dimensions of the space occupied by containers in the wagon/vehicle
5. Number of poultry birds in each container.
6. Number of each type of Poultry Birds
(i) Day old chicks
(ii) Turkey Poults
(iii) Layer Chickens
(iv) Broiler Chickens
(v) Broiler Roosters
(vi) Guinea Fowl
(vii) Ducks
(viii) Quails
(ix) Geese
(x) Turkey
I hereby certify that I have read rules 76 to 84 in Chapter VIl of the Transport of Animals Rules, 1978,
1. That, at the request of (consignor) I examined the above mentioned poultry birds in the goods vehicle/ railway wagons not more than 12 hours before their departure.
2. That each bird appeared to be in a fit condition to travel by road/air and is notshowing any signs of infectious or contagious or parasitic disease.
3. That day old chicks have been vaccinated against Mareks disease.
4. That the broiler poultry birds have been vaccinated via the administration, vaccines for Mareks disease, Newcastle Disease/IB, Gumboro Disease, in accordance with their age and species-specific requirements.
5. That the layer poultry birds have been vaccinated against Marek's disease, Newcastle Disease/IB, Gumboro Disease, Fowlpox disease, Fowl typhoid disease, in accordance with their age and species-specific requirements.
6. That the day-old chicks and poults were not fed or watered before and during transportation.
7. That the poultry birds barring the day-old chicks and poults have been adequately fed and watered before they are placed in containers for transportation and provisions were made for the feeding and watering during the journey a s prescribed in the Rules.
8. That the poultry birds barring the day-old chicks and poults have been provided extra feed and water in suitable troughs fixed in the containers.
9. That the birds have been vaccinated against infectious/contagious/parasitic diseases as enlisted below.
