NOTIFICATION
New Delhi, the 5th October , 2023
G.S.R . 721(E).—In exercise of the powers conferred by clause (b) of sub -section (2) of section 156 of the
Indo-Tibetan Border Police Force Act, 1992 (35 of 1992) and in supersession of the Indo -Tibetan Border Police
Force, Assistant Com mandant (Office ) and Assistant Commandant (Staff Officer), (Group ‘A’ Posts) Recruitment
Rules, 2010, except as respects things done or omitted to be done before such supersession, the Central Government
hereby makes the following rules regulating the me thod of recruit ment to the posts of Assistant Commandant (Office)
and Assistant Commandant (Staff Officer) in the Indo -Tibetan Border Police Force, Ministry of Home Affairs,
namely : -
1. Short title and commencement .— (1) These rules may be called the Min istry of Home Af fairs, Indo -
Tibetan Border Police Force, Assistant Commandant (Office) and Assistant Commandant (Staff Officer), Group ‘A’
Posts, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gaze tte.
2. Number of post, classification and level in the pay matrix. — The number of the said posts, their
classifications and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule.
3. Method of recruitment, age -limit and other qualifications, etc.. — The method of recruitment, age -limit,
qualifications and other matters relating to the said posts, shall be as specified in columns (5) to (13) of the said
Schedule.
4. Disqualification. — No person, —
(a) who has entered in to or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts :
Provide d that the Central Government ma y, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of th is rule.
5. Medical fitness .— Notwithstanding anything contained in these rules, those persons who are in medical
category SHAPE -I, as specified in Health Care System in the Central Armed Police Forces, shall be eligible for
promotion under the provision s of these rules .
6. Power to rel ax.— Where the Central Government is of the opinion that it is necessary or expedient
so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with
respect to any cla ss or category of persons.
7. Supe rannuation. — Officers holding the post of Assistant Commandant (Office) and Assistant
Commandant (Staff Officer) shall retire from service on the afternoon of the last day of the month in which they
attain the age of sixty years:
Provided that an officer w hose date o f birth is on the first day of a month shall retire from service on the
afternoon of the last day of the preceding month on attaining the age of sixty years.
8. Saving.— Nothing in these rules shall affect reservation, relaxation of age -limit an d other c oncessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, the Ex -servicemen
and other special categories of persons in accordance with the orders issued by the Central Government from time to
time i n this re gard.

By Promotion :
From amongst Inspector (Combatant Ministerial) of Indo -Tibetan Border Police Force in level -7 in the pay
matrix (Rs. 44900 – 142400) with five years regular service in the grade and have successfu lly completed pre -
promotion course as prescribed.
Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their seniors would also be co nsidered provided they are not short of the requisite quali fying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully
completed their probation period for promotion to the next higher grade along with their juniors who have alread y
completed such qualifying or eligibility service.
Note 2: The eligibility condition for promotion of Inspector (Combatised Ministerial) who are holding the post on
regular basis, on the date of notification of these rules, shall be three years of regular service in the grade.
If a Departmental Promotion Committee exists, what is its composition. Circumstances in which the

making recruitment.

Confirmation) consisting of:
1. Director General or Additional Director -General - Chairman;
Indo-Tibetan Border Police Force.
2. Inspector -Gene ral, Indo -Tibetan Border Police Force - Member;
3. Deputy Inspector -General, Indo -Tibetan Border Police Force - Member; and
