NOTIFICATION
New Delhi, the 6th July, 2026
S.O. 3648(E).— Whereas, the Director (Printing), Directorate of Printing, New Delhi, an
attached Office of Ministry of Housing and Urban Affairs, Government of India, New Delhi has been
declared as the appointing authority and has also been conferred with the powers of disciplinary authority
and appellate authority in respect of certain Group 'B', Group 'C' and Group 'D' posts (upgraded to Group
'C' as Multi-Tasking Staff) in the Directorate of Printing, in terms of the Central Civil Services
(Classification, Control and Appeal) Rules, 1965;
And whereas, the post of Director (Printing), Directorate of Printing had fallen vacant on the 15th
February, 2021, consequent upon the completion of deputation period of then incumbent and the post is
held on additional charge since then;
And whereas, Shri Manoj Kumar Sharvar, Director (PSP), Ministry of Housing and Urban Affairs
has been given additional charge of the Director (Printing) vide Ministry of Housing and Urban Affairs'
Office Memorandum No. A-22012/2/2025-Admn-I-MoHUA (EFS-9212041) dated 10.06.2026;
And whereas, there is an urgent need to make an arrangement to provide for the performance of the
functions of the appointing authority, disciplinary authority and appellate authority hitherto exercised by
the Director (Printing) for smooth functioning in the Directorate of Printing in the absence of a regular
incumbent to the post of Director (Printing), Directorate of Printing.
Now, therefore, in pursuance of sub-rule (2) of Rule 9 and sub-rule (2) of Rule 12 of the Central
Civil Services (Classification, Control and Appeal) Rules, 1965, the President is pleased to authorize Shri
Manoj Kumar Sharvar, Director (PSP) in the Ministry of Housing and Urban Affairs to exercise powers of
the appointing authority, disciplinary authority and appellate authority vested in the Director (Printing) in
respect of Group 'B', Group 'C' and Group 'D' posts (upgraded to Group 'C' as Multi-Tasking Staff) in
the Directorate of Printing till a regular appointment is made to the post of Director (Printing) in
Directorate of Printing or until further orders, whichever is earlier.

Subordinate Office of the Ministry of Housing and Urban Affairs, Government of India, New Delhi has
been declared as the appointing authority and has also been conferred with the powers of disciplinary
authority and appellate authority in respect of certain Group 'B', Group 'C' and Group 'D' posts (upgraded
to Group 'C' as Multi-Tasking Staff) in the Department of Publication, in terms of the Central Civil
Services (Classification, Control and Appeal) Rules, 1965;
And whereas, the post of Controller of Publications in the Department of Publication, Delhi had
fallen vacant on the 1st March, 2013, consequent upon the superannuation of the then incumbent and the
post is held on additional charge since then;
And whereas, Shri Manoj Kumar Sharvar, Director (PSP), Ministry of Housing and Urban Affairs
has been given additional charge of the Controller of Publications vide Ministry of Housing and Urban
Affairs' Office Memorandum No. A-22012/2/2025-Admn-I-MoHUA (EFS-9212041) dated 10.06.2026;

Kolkata, a Subordinate Office of Ministry of Housing and Urban Affairs, Government of India, New Delhi
has been declared as the appointing authority and has also been conferred with the powers of disciplinary
authority and appellate authority in respect of certain Group 'B', Group 'C' and Group 'D' posts (upgraded
to Group 'C' as Multi-Tasking Staff) in the Government of India Stationery Office, in terms of the Central
Civil Services (Classification, Control and Appeal) Rules, 1965;
And whereas, the post of Controller of Stationery in the Government of India Stationery Office,
Kolkata had fallen vacant on the 1st April 2018, consequent upon the completion of deputation period of the
then incumbent and the post is held on additional charge since then.
And whereas, Shri Manoj Kumar Sharvar, Director (PSP), Ministry of Housing and Urban Affairs
has been given additional charge of the Controller of Stationery vide Ministry of Housing and Urban
