The National Medical Commission, exercising powers conferred by subsection (d) of subsection (1) of Section 24 read with Sections 26, 28 and 29, and 10(1)(d) read with sub-section (r) of sub-section 2 of Section 57 of the National Medical Commission Act, 2019 (Act No. 30 of 2019), has issued an amendment notification dated 2nd July, 2025 (F. No. CDN-19012/2/2025-Coordination-NMC). This amendment modifies the 'Guidelines under Regulation 10 of the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulation 2023 (UG-MSR 2023)' and Regulation 19 of the 'Graduate Medical Education Regulations 2023', which were originally notified in the Extraordinary Gazette of India Part-III Section 4 vide ADVT-III/Exty/360/2023-24 dated 16.08.2023. Specifically, it amends 'SCHEDULE II- STAFF REQUIREMENT, A. General Remarks, Point 4'. Previously, non-medical teachers in Anatomy, Physiology, and Biochemistry departments were allowed to the extent of 15% of total posts, with qualifications as per Teacher Eligibility Qualification Regulations. The revised regulation now permits non-medical teachers to constitute up to 30% of the total number of posts in the departments of Anatomy, Physiology, Biochemistry, Microbiology, and Pharmacology, subject to the non-availability of medical teachers. Furthermore, the qualification requirement for these non-medical teachers and the Statistician in the Community Medicine department is updated to be as per the 'Medical Institutions (Qualifications of Faculty) Regulations'. In department of Anatomy, Physiology, Biochemistry, non-medical teachers may be appointed to the extent of 15% of the total number of posts in the department subject to non-availability of medical teachers. The above mentioned non-medical teachers and the Statistician in the department of Community Medicine should possess qualification in that particular subject from a recognised University as per requirements in Teacher Eligibility Qualification Regulations. Shall be substituted with the following: "4. In the department of Anatomy, Physiology, Biochemistry, Microbiology, and Pharmacology, non-medical teachers may be appointed to the extent of 30% of the total number of posts in the department, subject to the non-availability of medical teachers.
