EXTRAORDINARY PART II —Section 3 —Sub-section ( i) PUBLISHED BY AUTHORITY No. 384] NEW DELHI, TUESDAY, JULY 4, 2023/ASHADHA 13, 194 5 CG-DL-E-05072023-247032 (1) (2) (3) (4) (5) (6) (7) (8) (9) (10) (11) (12) (13) MINISTRY OF CULTURE NOTIFICATION New Delhi, the 4th July, 2023 G.S.R . 477(E).––In exercise of the powers conferred by sect ion 12 read with clause (e) of sub -section (2) of section 28 of the Khuda Bakhsh Oriental Public Library Act, 1969 (No. 43 of 1969) and in supersession of the Khuda Bakhsh Oriental Public Library Service Re gulations, 1986, in so far as they relate to the p ost of Director, except as respects things done or omitted to be done before such supersession, the Khuda Bakhsh Oriental Public Library Board with the approval of the Central Government, hereby makes the f ollowing regulations regulating the method of recruitment to the post of Director in the Khuda Bakhsh Oriental Public Library, Patna, namely : –– 1. Short title and commencement . – (1) This regulation may be called the Ministry of Culture, Khuda Bakhs h Oriental Public Library, Patna, Director, Recruitment Regulation, 2023. (2) They shall come into force on the date of their publication of the Official Gazette. 2. Number of post, classification, level in the pay matrix. – The number o f post, its classification, level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulation. 3. Method of recruitment, age -limit, qualifications, etc. – The method of recruitment, age -limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage wi th a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the persona l law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any person from the operat ion of this regulation. 5. Power to relax. – Where the Central Government is of the opinion that it is nec essary or expedient so to do, it may, be order and for reasons to be recorded in writing, relax any of the provisions of these regulation with respect to any class or category of persons. 6. Saving. – Nothing in these regulations shall affect reservati on, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex -servicemen a nd other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Deputation (Including Short -Term Contract) from amongst: Officers of the Central or State Government or Union territories or Statutory or Autonomou s organisations funded by Central or State Government, Universities and recognised research institutions - (A) (i) holding analogous posts on regular basis in the parent cadre or department; (ii) with Two years’ service in the grade rendered after ap pointment there on regular basis in post of Level - 13A (Rs. 131100 -216600) or equivalent in the parent cadre or department; or (iii) with three years’ service in the grade rendered after appointment there on regular basis in post in Level -13 (Rs. 123100 -215900) or equivalent in the parent cadre or department. (B) possessing the qualifications and experience as under: (a) Essential Qualification: (i) a renowned scholar in Arabic or Persian or Urdu or Hindi or Sanskrit or Islamic Studies or Medieval I ndian History; (ii) Master Degree in any of the above disciplines from a recognised university or institute; (iii) Hav ing published at least 05 books or 10 Research Papers etc; (iv) at least Five years’ experience of teaching or research or administrati on in a comparable Library, University or other Teaching/Research Institution; (b) Desirable Qualification: (i) Degree or Diploma in Library Science or Library and Information Science, Computer Science, Data Processing etc. from a recognised University or institute; (ii) Degree of Ph.D. in any of the subjects as mentioned under Essential Qualification above. Note: - (i) The age limit for deputation (including short term contract) shall not exceed fifty six years. (ii) The cru cial date for determi ning the age limit shall be the normal closing date for receipt of application from the candidates in India. (iii) The maximum permissible age up to which the incumbent may hold the post of Director, Khuda Bakhsh Oriental Public Libra ry will be sixty year s. (iv) The qualification or experience may be relaxed on the basis of recommendation of the Selection Committee. (v) The period of de putation, including period of deputation in another ex -cadre post held immediately preceding this appointment in the same or some other organi sation or department shall not ordinarily exceed Seven years. (12) (13) Selection Committee: 1.Chairman of the Board or in his absence his nominee; 2. A nominee of the Government of India ; 3. A nominee of the Government of Bihar; 4.
