These rules, which come into force on their publication date in the Official Gazette, amend the Gas Cylinders Rules, 2016. This action follows the publication of a draft as G.S.R. 146(E) on 24th February, 2026 (made available to the public on 25th February, 2026), inviting objections and suggestions for thirty days, which were duly considered by the Central Government. The amendments are made in exercise of powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884). Specifically, rule 48 of the Gas Cylinders Rules, 2016, is omitted. Furthermore, in FORM C, item (vi) under the heading "DOCUMENTS REQUIRED TO BE SUBMITTED WITH THIS APPLICATION FOR A LICENCE IN FORM E, or E and D or For G or H" is omitted. A new condition, 8A, is inserted in FORM F, allowing the licensing authority to permit higher stacking and lesser gangway for industrial gas cylinders if they are packed in certified structured packaging (racks, cages) with adequate straps, clips or interlocks to ensure cylinder integrity, fittings, and proper maneuvering, provided loading and unloading procedures comply with national or international codes. The principal Gas Cylinders Rules, 2016, were originally published vide notification number 1081(E) dated 22nd November, 2016, and have been subsequently amended nine times, with the last amendment being G.S.R. 315(E), dated 27th April, 2026.

L.-33004/99 The Gazette of India CG-DL-E-05062026-273191 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 400] NEW DELHI, FRIDAY, JUNE 5, 2026/JYAISTHA 15, 1948 4061 GI/2026 MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of Industry and Internal Trade) NOTIFICATION New Delhi, the 5th June, 2026 G.S.R. 447(E). — Whereas the draft of the Gas Cylinders Rules, 2016 were published, as required under sub- section (1) of section 18 of the Explosives Act, 1884 (4 of 1884), vide notification of the Government of India in the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade), number G.S.R. 146(E), dated 24th February, 2026 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) dated the 25th February, 2026, inviting objections or suggestions from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Gazette containing the said notification was made available to the public; And whereas, the copies of the Gazette said notification were made available to the public on the 25thFebruary, 2026; And whereas, objections and suggestions received in respect of the said draft rules, have been duly considered by the Central Government; Now, therefore, in exercise of the powers conferred by section 5 and 7 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby makes the following rules further to amend the Gas Cylinders Rules, 2016, namely:- 1. Short title and commencement.—(1) These rules may be called the Gas Cylinders (Second Amendment) Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016 (hereinafter referred to as the said rules), rule 48 shall be omitted. 3. In the said rules, in FORM C, under the heading “DOCUMENTS REQUIRED TO BE SUBMITTED WITH THIS APPLICATION FOR A LICENCE IN FORM E, or E and D or For G or H", item (vi) shall be omitted. 4. In the said rules, in FORM F, after condition 8, the following condition shall be inserted, namely:- "8A. For industrial gas cylinders, higher stacking and lesser gangway may be permitted by the licensing authority, if cylinders are packed in certified structured packaging (racks, cages) with adequate straps, clips or interlocks to ensure the integrity of the cylinder, its fittings and proper maneuvering of cylinders are ensured with these certified structured packaging and loading and unloading procedure shall comply with the national or international codes.".
