NOTIFICATION
New Delhi, the 4th June, 2025
G.S.R. 370(E).— The following draft rules to further amend the Copyright Rules, 2013, referred as principal
rules, which the Central Government proposes to do in exercise of the powers conferred by Section 78 of the Copyright
Act, 1957, is hereby published as required by Sub-Section (3) of the said Section for the information of all persons
likely to be affected thereby; and notice is hereby given that the said draft rules will be taken into consideration after
the expiry of a period of thirty days from the date on which this notification is published, are made available to the
public;
Objections or suggestions, if any, may be addressed to the Additional Secretary, Department for Promotion of
Industry and Internal Trade, Ministry of Commerce and Industry, Government of India, Vanijya Bhawan, New Delhi-
110011 or by e-mail at ipr7-dipp@gov.in;
The objections and suggestions, which is received from any person with respect to the said draft rules before
the expiry of the period so specified, will be considered by the Central Government.
DRAFT RULES
1. Short title and commencement.
(1) These rules may be called the draft Copyright (Amendment) Rules, 2025.
2. In the Copyright Rules, 2013, the following shall be inserted in Chapter XVIII, after Rule 83, namely, -
"83(A). Manner of Payment of Licence Fee Notwithstanding anything contained in any other provision
under these Rules, the owner or licensor of a literary work, musical work, and sound recording shall establish and
maintain an online payment mechanism for the collection of license fee payable by a licensee for communication to the
public of such work.
All payments of such license fee shall be processed exclusively through said online system, and no alternative
method of payment shall be permitted or accepted for this purpose."
