1. SHORT TITLE AND COMMENCEMENT
These Rules may be called "BRIC Secretariat Recruitment Rules-2025”.
They shall come into force from the date of notification by the BRIC with the approval of the Government of India.
2. OBJECTIVES
i. To meet manpower requirements of the BRIC Secretariat by recruiting competent employees in terms of requisite capabilities, skills, qualifications, aptitude, merit and suitability with a view to fulfil the BRIC's objectives.
ii. To attract, select and retain the best talent available keeping in view the changing needs of the BRIC
iii. To establish an objective and reliable system of selection.
iv. To integrate growth opportunities of the employees with fulfilment of the BRIC's objectives.
v. To provide for a system, which is fair, objective and transparent in matters of recruitment of employees.
vi. To ensure compliance with the relevant Government policies and directives on recruitment.
3. DEFINITIONS & ABBREVIATIONS
In these Rules, unless the context otherwise requires, the following terms shall mean as under
i. Age: Age means the legal age as mentioned in the birth certificate or matriculation/Class-X certificate or equivalent to matriculation/Class-X certificate of the candidate as specified in these rules.
ii. Annexures: shall mean the annexures attached to the Schedules of these rules.
iii. Approving Authority: shall be as specified at Clause 9 of these Rules.
iv. Appointing Authority: shall be as specified at Clause 9 of these rules and shall be that authority who is holding charge in regular capacity under these rules.
v. BRIC: shall mean the ‘Biotechnology Research and Innovation Council', a registered Society under the Society's Registration Act 1860 set up by the Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India.
vi. Bye Laws: Shall mean the BRIC Bye Laws framed and amended from time to time having the financial concurrence of the Integrated Finance Division (IFD) of DBT and approval of the Minister-in charge of the Department of Biotechnology, Ministry of Science and Technology.
vii. Candidate: means the person/member of staff who is eligible for consideration of any of the positions specified in the Schedules of these rules.
viii. Competent Authority: Minister- in charge of Department of Biotechnology, Ministry of Science and Technology or any such authority to whom such power is so delegated.
ix. DBT: shall mean the Department of Biotechnology, Ministry of Science and Technology, Government of India.
x. Deputy Director General: Deputy Director General (DDG) shall mean the Deputy Director General of the BRIC.
xi. Director: shall mean the Director of BRIC.
xii. Director General: Director General (DG) shall mean the Director General of the BRIC.
xiii. DoPT: shall mean the Department of Personnel and Training, Government of India.
xiv. Duty Post: shall mean all the sanctioned posts which are included in Schedule of these rules as sanctioned by the Department of Expenditure.
xv. EFC: shall mean the Expenditure Finance Committee of the Government of India.
xvi. I. For Position at Pay Level 14 i.e. DDG (Admn./Fin./Sci.):
Through Search-cum-Selection Committee (ScSC) with the approval of Hon'ble Minister as per DoP&T guidelines issued from time to time.
II. For Position at Pay Level 13A i.e. Director (Sci.):
Through Recruitment Committee having the following composition:-
a. Chairperson- Director General, BRIC
b. Members - Two Scientific Experts to be nominated by Secretary, DBT who shall not below Pay Level 14
e. Member - Joint Secretary in-charge of Administration, DBT.
III. For Position at Pay Level 13 i.e. Director (Admn.):
Through Recruitment Committee having the following composition:-
a. Chairperson- Director General, BRIC.
b. Member - DDG(Admn.), BRIC.
с. Member- Joint Secretary in-charge of Administration, DBT.
IV. For Position at Pay Level 13 i.e. Director (Fin.):
Through Recruitment Committee having the following composition:-
a. Chairperson- Director General, BRIC.
b. Member - AS&FA, DBT
с. Member - DDG(Fin.), BRIC.
d. Member- Joint Secretary in-charge of Administration, DBT.
V. For Position at Pay Level 12 i.e. Deputy Director
Through Recruitment Committee having the following composition:-
a. Chairperson- Director General, BRIC.
b. Members Two Scientific Experts to be nominated by Secretary, DBT who shall be officers not below Pay Level 13.
с. Member- Joint Secretary in-charge of Administration, DBT.
VI. For Position from Pay-Level 12 to Pay Level-6 i.e. Sr. PPS, Assistant Director, PS, SO and ASO:
Through Recruitment Committee having the following composition:-
a. Chairperson- Joint Secretary in-charge of Administration, DBT
b. Member - DDG(Admn), BRIC.
с. Member - Director (Admn), BRIC.
VII. General Considerations while constituting the Committee
a. Shall comprise of members of reserved community in case of posts being reserved or candidates appearing for the recruitment belonging to reserved community even if the post for which recruitment is held is unreserved.
b. No member of the vigilance organization shall be part of the committee.
с. No officer whose name is figuring in the Agreed list or has a Vigilance case pending against him/her shall be a member of any committee.
d. Shall comprise of members from minority community (can be a grade below) in cases of candidates from minority community appearing for recruitment. {Only religious minorities are to be considered i.e. Muslim, Sikh, Jain, Christians, Parsis, Buddhists and not any other minorities like linguistic etc.).
e. Shall essentially comprise of a woman member.
VIII. Confirmation Committee: Committee to be constituted by the appointing authority.
xvii. Governing Body: shall have the same meaning as defined in Memorandum of Association and the Bye Laws of the BRIC.
xviii. Institute: shall mean any of the 13 Autonomous Institutes of the BRIC.
xix. Levels: Means corresponding replacement level of posts specified in the Schedule of these Rules as per CCS (RP) Rules 2016.
xx. Memorandum of Association: means Memorandum of Association and Rules & Regulations describing the terms & conditions of the BRIC Society.
xxi. Recruitment Rules (RRs): shall mean the Rules framed for the purpose of Recruitment to the duty posts as specified in the Schedule of these Rules and approved by the competent authority.
xxii. Schedule: shall mean the Schedule attached to these rules.
xxiii. Search cum Selection Committee (ScSC): shall have the same meaning as defined in the DoPT guidelines issued from time to time.
xxiv. The expressions “Scheduled Castes" (SC), “Scheduled Tribes” (ST), “Other Backward Classes” (OBC), Economically Weaker Section" (EWS), "Ex-Serviceman”(ESM) and the "Persons with Benchmark Disabilities" (PwBD): shall have the meaning respectively assigned to them in the Constitution of India/Acts of Parliament.
4. APPLICABILTY
These rules shall apply to all the persons holding the duty posts on regular basis of the BRIC Secretariat.
5. AGE RELEAXATION:
i. Extent DoPT guidelines for candidates belonging to SC/ST/OBC / Persons with Benchmark Disabilities (PwBD) ex-servicemen shall be applicable.
ii. Following shall be the Application Fees for candidates applying for posts to be filled by open advertisement.

a. All efforts to be made by the Institution to have a cost neutral recruitment exercise.
b. The fee structure shall be reviewed every 02 years by a duly constituted committee under the chairmanship of the Director General (DG).
с. As per the prevailing guidelines of GOI, for candidates of (i) SC/ST community (ii) Women, ESM and PwBD category of any community are exempted from Application Fees.
6. METHOD OF SELECTION
i. The methods of recruitment for each of the positions as detailed in at Schedule which is to be filled up by open advertisement shall be in terms of extant DoPT guidelines-
ii. Complete transparency shall be observed in the recruitment process.
iii. The posts mentioned in the Schedule shall be filled by positive act and shall be advertised in the leading newspapers in English and Hindi language before being filled up and after obtaining approval of the Secretary, DBТ.
iv. There shall be no change in the number of vacancy to be filled up or-any in the procedures once the recruitment process has been initiated by ways of advertisement, including each provision mentioned in the Recruitment Rules for the said post. In case there is a change in the number of vacancy, or procedure the recruitment process would be initiated afresh.
v. In case of filling up of any post with any amended provision of the Recruitment Rules, approval of the Hon'ble Minister, DBT, would be sought before initiating the recruitment process.
vi. The panel recommended by the ScSC/Selection Committee prepared in order of merit for all posts shall be approved by the Approving authority before being implemented and shall be valid for a period of one year.
vii. Offer of appointment shall be made only for the posts which had been duly advertised.
viii. Each recruitment exercises once initiated shall ordinarily be finalized within a maximum period of 08 months, unless stayed by orders of any Court or decided otherwise by the Government. Efforts shall be made to complete the exercise in the minimum period.
ix. In case of shortage of staff, due approval of Department of Expenditure would be obtained for creation of additional posts.
Χ. In case it is noticed that a post is not getting filled up by the prescribed mode of recruitment, despite being advertised minimum (02) two times, suitable amendment in the provisions of the Recruitment Rules may be done with the approval of Hon'ble Minister, DBT and the recruitment process may be again initiated with amended provisions of the Recruitment Rules.
7. DETERMINATION OF MERIT ON INITIAL APPOINTMENT
In case of selection of two or more candidates in the same Grade on the same date, the recommendation shall invariably be made in the order of merit of selected candidates for the purpose of determining rank in panel. In case the marks obtained by two or more candidates are the same, then rank in the panel among such candidates shall be decided as under:
iv. The elder candidate will be placed above in rank in the panel;
V. If the candidates have same date of birth then, the work experience of the candidate will be considered; and
vi. if the work experience is also the same then, the names of candidates shall be arranged in the alphabetical order to determine the rank in the panel.
8. CONDITION FOR DIRECT RECRUITMENT
i. All appointments in the BRIC will be subject to the selected candidates being found medically fit by the medical authority as will be notified by the BRIC. BRIC will notify the list of authorized medical officers who shall essentially be doctors of Government hospitals to medically examine the selected candidates before their actual appointment. Report of the Medical Officer shall be sent in sealed cover to the DDG (Admn), BRIC. In case of report of DDG & Admn, Sci. & Fin., the same shall be sent in seal cover to the DG, BRIC.
ii. The verification of character & antecedents, from the police authorities and other testimonials/certificates from educational institutes and previous employer shall be done, as per extant instructions issued in this regard by DoPT vide OM No. 18011/2(s)/2016-Estt. (B)(i) dated June 29, 2016, as amended from time to time.
9. APPOINTING AUTHORITY AND APPROVING AUTHORITY
i. For Positions at Pay Level 14: Hon'ble Minister, DBT.
ii. For positions from Pay Level 11 to Pay Level 13 A: Director General, BRIC, with the approval of Hon'ble Minister, DBT.
iii. For positions at Pay Level 6 and Pay Level 8: Deputy Director General (Administration), BRIC with the approval of Director General, BRIC.
10. PROBATION AND CONFIRMATION
i. A candidate on first appointment by direct recruitment will be on probation for a period of two years from the date he/she assumes charge of the post.
ii. Notwithstanding anything contained in the Rules, the probation period of a staff member may be terminated or extended for a period not exceeding one year with the approval of the Appointing Authority.
iii. If the probation is terminated, at the end of the normal probationary period or at the end of the extended period:
a) The services of the probationer, if he was directly recruited, will be terminated forth with, and
b) If the probationer was an employee of the BRIC, he/she will be reverted back to his earlier post/ grade subject to his/her lien being maintained as per the rules.
iv. There shall, in each case of satisfactory completion of probation, be a written order to that effect confirming successful completion of probation period. The order shall specify the date on which the probation is deemed to have been satisfactorily completed. In the absence of such an order, the probation period will not be deemed to have been confirmed; meaning thereby that confirmation following the probation period is not automatic but shall be done by a positive act with due process after the Confirmation Committee formed with the approval of the Appointing Authority recommends the same. In any case, such a committee shall always be framed within 30 days of completion of probation period or extended period of probation. The committee shall make its recommendations within 04 weeks of its constitution.
v. All cases of confirmation of probation shall be approved by
a) Pay Level 14 - Hon'ble Minister, DBT.
b)Pay Level 11 to Pay Level 13 A - Director General, BRIC
c) Pay Level 6 and Pay Level 8 - Deputy Director General (Administration)
vi. In case, the Appointing Authority does not agree with the recommendations of the Confirmation Committee, he/she shall record his/her reasons in writing before disapproving the recommendations and terminate the services of the probationer.
vii. The services of the probationer shall be confirmed from the date following the date of satisfactory completion of the prescribed period of probation or the extended period of probation as the case may be, only after which he shall be deemed to be a regular employee of the BRIC till his resignation/death/superannuation whichever is earliest.
viii. Only staff appointed on regular positions (irrespective of whether they are on probation or tenure) shall be eligible for service benefits of the secretariat like leave benefits, pay and allowances, annual increments, medical benefits, other benefits, etc.
11. PERIOD OF DEPUTATION
i. The period of deputation shall be subject to a minimum of three years, which can be extended up to a maximum period as per the extant orders of DoPT, only after the written consent of the incumbent and lending organization. The terms and conditions for tenure of deputation shall be as applicable in terms of extant Govt. of India instructions issued from time to time.
ii. During the period of deputation, the candidate's term shall be regulated by the Conduct Rules of the borrowing organisation i.e. BRIC.
iii. The borrowing organization shall be responsible for making any such contribution as mandated by the lending organization.
iv. The lien of the candidate appointed on deputation shall be retained in the lending organization, till the period of deputation. On the expiry of the period of deputation the candidate shall be repatriated back to his/her parent department immediately.
V. Posts filled by Deputation shall be exempt from the purview of Reservation Rules.
12. LIABILITY OF OFFICERS TO SERVE IN INDIA OR ABROAD
All the employees who are appointed under these Rules shall be liable to serve anywhere in the country or abroad. The reasons for serving away from the BRIC Secretariat be recorded in writing and approval of the Hon'ble Minister, DBT may be obtained.
13. DISQUALIFICATION: Any of the persons mentioned below would stand disqualified for the appointment/service:
i. who has entered into or contracted a marriage with a person having a spouse living, or
ii. who is having a spouse living, has entered in or contracted a marriage with any other person;
Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of the rule.
iii. whose character and antecedent has been objected to by the District Magistrate/ Collector/ whose identity has not been established by the Police.
14. REVOCATION OF APPOINTMENT
Can be done at any stage during the period of probation (without notice) if the appointed person at any stage before or after appointment has:
i. withheld information, given false information or provided false certificates/testimonials so as to secure appointment through wrongful means or intent,
ii. lied under oath,
iii. has been convicted of a criminal offence under Bharatiya Nagarik Suraksha Sanhita (BNSS) and awarded punishment under any of the provisions of Bharatiya Nyaya Sanhita (BNS).
iv. indulged in activities which are prejudicial to the interests of the STATE.
15. PERIODIC REVIEW OF RECRUITMENT RULES
Provisions of the Recruitment Rules shall be compulsorily reviewed once in 05 years with view to affecting the changes as are necessary to bring them in conformity with the changed position.
16. AUTHORITY TO EXERCISE POWERS UNDER THESE RULES
Only regularly appointed Appointing Authority on substantive/regular/fulltime basis shall have powers to exercise authority under these Rules.
17. POWERS TO RELAX/AMEND/MODIFY
Notwithstanding anything contained in these Rules any of the provisions in these Rules can be relaxed/amended/modified with the approval of the Hon'ble Minister, DBT in the Government of India, upon the recommendations of the Governing Body of the BRIC provided they are in conformity with the instructions of the Government of India.
18. JURISDICTION OF THE COURTS
In the case of any dispute arising between BRIC and others, the jurisdiction will be the Honourable High Court of Delhi.
19. SAVING CLAUSE
i. Nothing in these Rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and the other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
ii. The provisions of the Govt. of India shall prevail under circumstances where there are no specific clauses provided in these recruitment rules.
