NOTIFICATION
New Delhi, the 31st May, 2024
G.S.R 305(E). In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Directorate General, Factory Advice Service and Labour Institutes (Group 'A' and Group 'B'
Posts) Recruitment Rules, 1989, in so far as they relate to the posts of Director (Industrial Hygiene), Deputy Director
(Industrial Hygiene) and Assistant Director (Industrial Hygiene), except as respects things done or omitted to be done
before such supersession, the President hereby makes the following rules regulating the method of recruitment to the
posts of Director (Industrial Hygiene), Deputy Director (Industrial Hygiene) and Assistant Director (Industrial
Hygiene) in the Directorate General, Factory Advice Service and Labour Institutes, Mumbai under the Ministry of
Labour and Employment, namely:-
1. Short title and commencement.- (1) These rules may be called the Ministry of labour and Employment,
Directorate General, Factory Advice Service and Labour Institutes Director (Industrial Hygiene), Deputy
Director (Industrial Hygiene) and Assistant Director (Industrial Hygiene), Group 'A' Posts Recruitment
Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts as specified in column (1) of the schedule annexed to these
rules.
3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and
level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age – limit, qualifications, etc. – The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification.- No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be
eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for
so doing, exempt any person form the operation of this rule.
6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the other Backward Classes, the Ex-
servicemen and other special categories of persons, in accordance with the orders issued by the Central
Government from time to time in this regard.

Not applicable.
(10) Method of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods.
By promotion failing which by deputation including short - term contract
(11) In case of recruitment by promotion or by deputation/absorption, grades from which promotion or deputation/absorption to be made.
Promotion:
Deputy Director (Industrial Hygiene) in level – 11 in the pay matrix (Rs. 67700-208700) with five years regular service in the grade and having completed two weeks of training in Occupational Safety and Health.
Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
Deputation (including short - term contract)
Officers of the Central Government or State Governments or Union Territory Administrative Autonomous or statutory organisation or public sector undertakings or recognised University or recognised research institution,-
(a) (i) holding analogous posts on regular basis in the parent cadre or
department; or
(ii) with five years service in the grade rendered after appointment
thereto on a regular basis in posts in level-11 in the pay matrix
(Rs.67700-208700) or equivalent in the parent cadre or Department; and
(b) possessing the following educational qualifications and experience,-
i) Master Degree in Chemistry or Biochemistry or Industrial Hygiene or
Bachelor Degree in Biochemical Engineering from a recognised
University and
ii) Ten years experience in Industrial hygiene in chemical analysis of
samples in a research institution.
c) Desirable: Doctorate degree relevant to essential qualification above
from a recognised University.
Note 1: The departmental officers in the feeder category who are in the
direct line of promotion will not be eligible for consideration for
appointment on deputation. Similarly, deputationists shall not be eligible
for consideration for appointment by promotion.
Note 2: The period of deputation (including short - term contract)
including the period of deputation (including short - term contract) in
another ex-cadre post held immediately preceding appointment in the
same or some other organization or department of the Central
Government shall not exceed four years.
Note 3: The maximum age-limit for appointment by deputation (including
short-term contract) shall not be exceeding fifty-six years as on the
closing date of receipt of applications.
(12) If a Departmental Promotion Committee exists, what is its composition.
Departmental Promotion Committee (for
considering promotion) consisting of : -
1. Chairman or Member, Union Public
Service Commission – Chairman;
2. Additional Secretary or Joint Secretary or
Director, Ministry of Labour and Employment
– member;
3. Director General or Deputy Director
General, Factory Advice Service and Labour
Institutes- member.
(13) Circumstances under which Union Public Service Commission is to be consulted in making recruitment.
Consultation with Union Public Service Commission is necessary while
appointing an officer on deputation (including short-term contract).

Details for 2. Deputy Director (Industrial Hygiene):
(6) Age – limit for direct recruits.
Not exceeding forty years of age.
(Relaxable for the Government servants upto the age of five years in accordance with the instructions or orders issue by the Central Government).
Note 1: The crucial date for determining the age-limit shall be as advertised by the Union Public Service Commission.
(7) Educational and other qualifications required for direct recruits.
Essential :
(i) Master Degree in Chemistry or Biochemistry or Industrial Hygiene or Bachelor Degree in Biochemical Engineering from a recognised University.
(ii) Five years experience in Industrial Hygiene in chemical analysis of samples in a research institution
(8) Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotes.
Age: Not applicable.
Education qualification: Yes.
(9) Period of probation, if any.
One year for direct recruits.
Note: There shall be a mandatory induction training of at least two weeks duration for successful completion of probation as prescribed by the Central Government.
(10) Method of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods.
(i) forty percent. by direct recruitment; and
(ii) sixty percent. by promotion failing which by deputation (including short-term contract).
(11) In case of recruitment by promotion or by deputation/absorption, grades from which promotion or deputation/absorption to be made.
Promotion:
Assistant Director (Industrial Hygiene) in level-10 in the pay matrix (Rs. 56100-177500) with five years regular service in the grade and having completed two weeks of training in Occupational Safety and Health.
Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
Deputation (including short term contract):
Officers of the Central Government, State Governments, a Union territory, Administrations autonomous or statutory organisation, public sector undertakings, recognised University
or recognised research institutions;
(a) (i) holding analogous posts on regular basis in the parent cadre or department; or
(ii) with five years service in the grade rendered after appointment thereto on a regular basis in level-10 in the pay matrix (Rs.56100-177500) or equivalent in the parent cadre or department; and
(b) possessing the educational qualifications and experience prescribed for direct recruits under column number (7).
Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding appointment in the same or some other organisation or department of the Central Government shall not exceed three years.
Note 3: The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications.
(12) If a Departmental Promotion Committee exists, what is its composition.
Departmental Promotion Committee (for considering promotion) consisting of:-
1. Secretary, Ministry of Labour and Employment – Chairman;
2. Director or Deputy Secretary, Ministry of Labour and Employment- member;
3. Director General or Deputy Director General, Factory Advice Service and Labour -member.
Departmental Confirmation Committee (for considering confirmation) consisting of :-
1. Additional Secretary or Joint Secretary, Ministry of Labour and Employment - Chairman
(13) Circumstances under which Union Public Service Commission is to be consulted in making recruitment.
Consultation with Union Public Service commission is necessary while making direct recruitment and appointing an officer on deputation (including short-term contract) method.

Details for 3. Assistant Director (Industrial Hygiene):
(6) Age – limit for direct recruits.
Not exceeding thirty-five years of age.
(Relaxable for the Government servants upto the age of five years in accordance with the instructions or orders issued by the Central Government).
Note 1: The crucial date for determining the age limit shall be as advertised by the UPSC.
(7) Educational and other qualifications required for direct recruits.
(a) Essential qualifications:
i) Master's Degree in Chemistry or Biochemistry or Industrial Hygiene from a recognised University; or
ii) Bachelors Degree in Biochemical Engineering from a recognised University.
(b) Essential experience:
Two years experience in the field of Industrial Hygiene in Chemical analysis of samples in a research institute.
(c) Desirable:
Doctorate Degree relevant to essential qualifications mentioned above from a recognised University.
Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified.
Note 2: The qualification regarding experience are relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to the Scheduled Castes and the Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
(8) Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotes.
Age: No.
Educational qualification: No, but the candidate shall possess at least a Degree in Chemistry or Biochemistry.
(9) Period of probation, if any.
One year for direct recruits and promotees.
Note: There shall be a mandatory induction training of at least two weeks duration for successful completion of probation as prescribed by the Central Government.
(10) Method of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods.
(i) thirty three percent. by direct recruitment; and
(ii) sixty-seven percent. by promotion failing which by deputation (including short-term contract).
(11) In case of recruitment by promotion or by deputation/absorption, grades from which promotion or deputation/absorption to be made.
Promotion :
Senior Scientific Assistant in the level-6 in the pay matrix (Rs.35400-112400) with ten years regular service in the grade and having completed two weeks of training in Occupational Safety and Health.
Note 1: The eligibility service for persons holding the post of Senior Scientific Assistant in level-6 (Rs.35400-112400) on the date of notification of these rules shall be eight years.
Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service
Deputation (including short-term contract):
Officers of the Central Government or State Governments or Union territory administrations or autonomous or statutory organisation or public sector undertakings or Universities or recognised research institution-,
(a) (i) holding analogous posts on regular basis in the parent cadre or department; or
(ii) with two years service in the grade rendered after appointment thereto on regular basis in posts in level-9 in the pay matrix (Rs. 53100-167800); or
(iii) with four years service in the grade rendered after appointment thereto on regular basis in posts in level-8 in the pay matrix (Rs. 47600-151100); and
(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).
Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
Note 2: The period of deputation (including shrot-term contract) including period of
deputation (including shrot-term contract) in another ex-cadre post held immediately preceding appointment in the same or some other organisation or department of the Central Government shall not exceed three years.
Note 3: The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications.
(12) If a Departmental Promotion Committee exists, what is its composition.
Departmental Promotion Committee (for considering promotion) consisting of:-
(1). Chairman or Member, Union Public Service Commission chairman;
(2). Additional Secretaryor Joint Secretary or Director, Ministry of Labour and Employment – member;

(1). Joint Secretary or Director, Ministry of Labour and Employment -chairman;

(13) Circumstances under which Union Public Service Commission is to be consulted in making recruitment.
Consultation with Union Public Service Commission is necessary on each occasion.
