Notification S.O. 970(E) dated 21st February 2024, issued by the Ministry of Fisheries, Animal Husbandry and Dairying (Department of Animal Husbandry and Dairying), under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with Regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, requires individuals or animal owners receiving benefits under the Central Sector Scheme, the Livestock Health and Disease Control Programme (which funds vaccination against Foot and Mouth Disease, Brucellosis, Peste des Petits Ruminants, and Classical Swine Fever), to furnish proof of Aadhaar possession or undergo Aadhaar authentication. Individuals without Aadhaar must apply for enrolment if eligible under Section 3 of the Act, and State Governments/Union Territory Administrations must provide enrolment facilities, including becoming UIDAI Registrars under Regulation 21 where no enrolment centre exists locally. Pending Aadhaar assignment, benefits are to be facilitated upon production of an Aadhaar enrolment slip or alternative identity documents including Bank/Post Office Passbook with photo, Voter ID, PAN Card, Passport, Driving Licence, Ration Card, Job Card, Kisan Photo Passbook, or a Gazetted Officer/Tehsildar-issued identity certificate. L.-33004/99 The Gazette of India CG-DL-E-04032024-252584 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 925] NEW DELHI, THURSDAY, FEBRUARY 29, 2024/PHALGUNA 10, 1945 MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (Department of Animal Husbandry and Dairying) NOTIFICATION New Delhi, the 21st February, 2024 S.O. 970(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity; And whereas, the Central Government in the Ministry of Fisheries, Animal Husbandry and Dairying is administering a Central Sector Scheme, namely, the Livestock Health and Disease Control Programme (hereinafter referred to as the Scheme) which is implemented by the State Governments and the Union territory Administrations; And whereas, one of the major objectives of the Scheme is to provide vaccination to the animals against Foot and Mouth Disease, Brucellosis, Peste des Petits Ruminants and Classical Swine Fever; And whereas, implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India and the Consolidated Fund of States; Now, therefore, in exercise of the powers conferred by section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Central Government hereby notifies the following, namely:- (i) every eligible individual or owner whose animals are covered for the benefits vaccinations specified under this notification is required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication; (ii) every eligible individual or owner whose animals are covered for the benefits of vaccinations specified under this notification, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall apply for Aadhaar enrolment provided such individual is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such persons may visit any Aadhaar enrolment centre [as per the list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] for Aadhaar enrolment; (iii) The State Governments and the Union territory Administrations shall provide Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves by applying under regulation 21 of the Aadhaar (Enrolment and Update) Regulations, 2016 and contact Regional Offices of UIDAI for the said purpose: Provided that till the time Aadhaar is assigned to the beneficiary, the implementing agency, State Governments and Union territory Administrations shall facilitate benefits and services under the Scheme to such individuals, upon production of- (a) if he or she has enrolled, his or her Aadhaar Enrolment Identification slip; or (b) any of the following documents, namely: (i) Bank Passbook or Post office Passbook with photo; or (ii) Voter Identification Card; or (iii) Permanent Account Number Card; or (iv) Passport; or (v) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Ration Card; or (vii) expand Job Card; or (viii) Kisan Photo Passbook; or (ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (x) any other document as specified by the Central Government. 2. In order to provide convenient and hassle free benefits and services to the eligible individuals under the Scheme, the implementing agencies shall give wide publicity through media to spread awareness of the requirement of Aadhaar under the Scheme. 3.
