Core Purpose

This Public Notice amends Para 2.35 of the Handbook of Procedures, 2023, to authorize Regional Authorities to issue End-User Certificates for restricted import items.

Detailed Summary

The Ministry of Commerce and Industries, through its Directorate General of Foreign Trade (DGFT), issued Public Notice No. 23/2025-26 on October 1, 2025, in New Delhi. This notice, exercising powers under Paragraph 1.03 and 2.04 of the Foreign Trade Policy, 2023, amends Para 2.35 of the Handbook of Procedures, 2023, with immediate effect. The amendment revises the provision for issuing End User Certificates (EUCs) by Regional Authorities (RAs). Previously, RAs could issue certificates for freely importable items; now, they are authorized to issue EUCs, as per Appendix 2Q of Appendices and Aayat Niryat Forms, for both Free and Restricted items. A crucial new proviso for restricted items states that EUCs shall only be issued if a valid restricted authorisation has been granted by DGFT, and the quantity and value in the EUC must not exceed those specified in the said restricted authorisation. This change provides that RAs are authorised to issue End-User Certificates for restricted import items strictly in accordance with the restricted authorisation granted by DGFT.
