L.-33004/99 The Gazette of India CG-DL-E-02092025-265881 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 550] NEW DELHI, MONDAY, SEPTEMBER 1, 2025/BHADRA 10, 1947 MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY NOTIFICATION New Delhi, the 28th August, 2025 G.S.R. 594(E). — In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Ministry of Electronics and Information Technology, Staff Car Drivers posts (Group 'B' and Group 'C') Recruitment Rules, 2018, namely: - 1. Short title and commencement. (1) These rules may be called the Ministry of Electronics and Information Technology, Staff Car Drivers posts (Group 'B' and Group 'C') Recruitment Amendment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Ministry of Electronics and Information Technology, Staff Car Drivers posts (Group 'B' and Group 'C') Recruitment Rules, 2018, in the Schedule, - (a) against serial number 1, relating to the post of Staff Car Driver (Special Grade), (i) in column (11), under the heading “Promotion", for the existing entries, the entries "Staff Car Driver (Grade-I) in level-5 in the pay matrix (Rs. 29200-92300) with three years regular service in the grade" shall be substituted; (ii) in column (11), under the heading “Promotion", the 'Note 1 and Note 2' shall be omitted and 'Note 3' shall be renumbered as 'Note'; (b) against serial number 2, relating to the post of Staff Car Driver (Grade I), (i) in column (10), for the existing entries, the entries "By promotion, failing which by deputation" shall be substituted; (ii) in column (11), under the heading “Promotion", for the existing entries, the entries "Staff Car Driver (Grade-II) in level-4 in the pay matrix (Rs. 25500-81100) with six years regular service in the grade or with a combined service of fifteen years in Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade)" shall be substituted; (iii) in column (11), under the heading "Promotion", – (a) the 'Note 1 and Note 2' shall be omitted; (b) 'Note 3' shall be renumbered as Note 1 thereof and after Note 1 as so renumbered, the following Note shall be inserted, namely: - "Note 2: The eligibility shall continue to be the same for persons holding the feeder posts on a regular basis on the date of notification of these rules"; (iv) in column (11), under the heading “Promotion", after Note 2, the following entries shall be inserted, namely: "Deputation: Officer of the Central Government or State Government or Union territory Administrations, (a) (i) holding analogous post on regular basis in the parent cadre or department; or (ii) Staff Car Driver (Grade-II) in Level-4 in the pay matrix (Rs. 25500-81100) with six years regular service in the grade. (b) possessing the following educational qualifications and experience, namely: (i) matriculation pass from a recognised Board; (ii) possession of a valid driving license for motor cars; (iii) knowledge of motor mechanism (The candidate should be able to remove minor defects in vehicle); (iv) experience of driving light motor vehicle or heavy motor vehicle for three years. Note 1: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or in some other organization or department of Central Government shall not ordinarily exceed three years. Note 2: The maximum age-limit for appointment on deputation shall not be exceeding fifty-six years as on the closing date of receipt of application."; (c) against serial number 3, relating to the post of Staff Car Driver (Grade II), (i) in column (11), under the heading "Promotion", for the existing entries, the entries "Staff Car Driver (Ordinary Grade) in level-2 in the pay matrix (Rs. 19900-63200) with nine years regular service in the grade" shall be substituted; (ii) in column (11), under the heading “Promotion", – (a) the 'Note 1 and Note 2' shall be omitted; (b) 'Note 3' shall be renumbered as Note 1 thereof and after Note 1 as so renumbered, the following Note shall be inserted, namely: - “Note 2: The eligibility shall continue to be the same for persons holding the feeder posts on a regular basis on the date of notification of these rules."; (d) against serial number 4, relating to the post of Staff Car Driver (Ordinary Grade), (i) in column (6), for the existing note, the note "The crucial date for determining the age-limit shall be as advertised by the Staff Selection Commission" shall be substituted; (ii) in column (11), under the heading "Promotion", for the existing entries, the entries "(i) Dispatch Riders (on regular basis) in level-2 in the pay matrix (Rs. 19900-63200) and (ii) other Group 'C' employees in level-1 in the pay matrix (Rs. 18000-56900) with three years regular service in the Ministry of Electronics and Information Technology and possessing the qualifications specified under column (7)” shall be substituted; (iii) in column (11), under the heading "Promotion", – (a) the "Note 1 and Note 2" shall be omitted; (b) 'Note 3' shall be renumbered as Note 1 thereof and after Note 1 as so renumbered, the following Note shall be inserted, namely: – "Note 2: The eligibility shall continue to be the same for persons holding the feeder posts on a regular basis on the date of notification of these rules".
